Project Overview
Red Arch Solutions (RAS) is supporting the Defense Threat Reduction Agency (DTRA) Chief Data and Artificial Intelligence Office to modernize data efforts in alignment with DoD and USG requirements. This is an enterprise venture to implement a data and AI framework with strong governance instruments to emphasize data-driven decision making. The goal is to bring all data and information of DTRA’s mission and business lines of effort together in one access point that is secure, modern, efficient, and effective for all colleagues and customers. Silos of flat data files will be disrupted in favor of well-linked data that is instantly available and secure for anyone with appropriate credentials and need-to-know. Data and information can be delivered “as is” or in highly linked associations that have been created by machines (artificial intelligence) or humans and constantly updated and expanded in the background.
Responsibilities
- Develop and implement data governance frameworks, policies, and standards to enable the data visibility, accessibility, understandability, linkage, trustworthiness, interoperability, and security goals
- Support the development and documentation of data architecture for data residing in the enterprise data hub or fabric to enable better data governance, reduce data duplication, and improve understanding of data relationships and lineage
- Collaborate with teams to develop data catalog frameworks and data publication processes that allow users to browse available datasets, descriptions, and metadata
- Assist in the development of data archival policies that leverage tiered storage capabilities in accordance with existing DoD/DTRA data retention policies
- Contribute to master data management and reference data management policies to enhance data governance
- Support data architecture management efforts to enable better data governance, reduce duplication, and improve understanding of data relationships
- Collaborate with IT Zero Trust Implementation teams on requirements of the Data Pillar to pre-define access controls, compartmentalize data, and determine privileges based on roles/user groups
- Participate in the development of MOAs/MOUs with internal stakeholders and external agencies
- Support efforts to sunset redundant systems once capabilities are established using the enterprise data hub or fabric
- Assist in the development of training or online training material for personnel in the use of the enterprise data hub or fabric
- Monitor and resolve data governance-related issues, ensuring compliance with DoD directives and federal data standards
- Active DoD TOP SECRET/SCI clearance is required
- Must be a U.S. citizen
- 8 years of professional experience in policy development, exposure to data governance, data management policy development is a plus
- AA degree can be substituted for 2 years of experience
- BS Degree can be substituted for 4 years of experience
- MS Degree can be substituted for 6 years of experience
- Experience developing and revising DoD/IC (data governance) policies and procedures
- Demonstrated knowledge of federal data standards, including Federal Data Strategy and DoD Data Strategy
- Experience with data catalog systems, metadata management, and master data management concepts
- Familiarity with modern data architectures including data hubs, data fabrics, and multi-model databases
- Experience analyzing user requirements, concept of operations documents, and high-level system architectures
- Strong technical documentation skills with the ability to develop clear, comprehensive governance documents
- Experience working with cross-functional teams to implement data governance practices
- Knowledge of security and privacy requirements for handling sensitive information, including PII
This position supports a critical national security mission and requires a detail-oriented professional who can balance technical expertise with strong communication and collaboration skills.
Salary range for this position: $180,000-$200,000 #CJ
The Red Arch Solutions pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Determination of official compensation or salary relies on several factors including, but not limited to, level of position, job responsibilities, geographic location, scope of relevant work experience, educational background, certifications, contract-specific affordability, organizational requirements, alignment with local internal equity as well as alignment with market data.
