We are seeking a Technical Lead (IT Project Manager) to support digital service initiatives at the U.S. Department of the Interior (DOI). In this role, you will lead technical execution, manage Agile development teams, and serve as the technical liaison between government stakeholders and project teams.
IT Project Managermust have a full understanding of the technical approach to be used by the development team and will be responsible for ensuring that the development team follows that approach. They will be accountable for the technical aspects of navigating ACFs ATO process. This person will have experience as a senior engineer.
This is a full-time contract role supporting federal digital modernization efforts.
Key Responsibilities
- Lead day-to-day management of Agile software development teams delivering modern digital services.
- Provide technical oversight and ensure alignment with the Performance Work Statement (PWS) and project goals.
- Act as a primary interface between technical teams and DOI stakeholders.
- Plan, coordinate, and monitor project activities, deliverables, risks, and timelines.
- Ensure adherence to best practices in DevSecOps, cloud infrastructure, and software engineering.
- Manage development pipelines, testing strategies, and deployments in secure environments.
- Support compliance with federal requirements (e.g., FedRAMP, FISMA, Section 508).
- Provide guidance and mentorship to developers, designers, and other specialists.
Minimum Qualifications
- Strong communication, coordination, and leadership skills.
- 7 years of experience in IT project management or technical leadership roles.
- Strong understanding of Agile frameworks (Scrum, SAFe).
- Ability to communicate risks, obstacles or known issues as early as possible
- Experience with story creation and definition of technical approaches in collaboration with the cross functional team to ensure best practices and maintainable approaches
- Experience in collecting end-user feedback and engaging them in product development practices continually
- Proven experience managing cross-functional technical teams delivering government or enterprise solutions.
- Experience in contributing high-quality, well-tested, maintainable code across an entire project lifecycle, using best practices for modern software development
- Java and Java ecosystem expertise
- Experience building APIs and services using RESTful best practices
- Experience with and understanding of responsive web application design and development
- Hands-on experience with cloud platforms (AWS, Azure, or GCP), Expertise in cloud configuration management; Experience deploying and monitoring web applications in the cloud (cloud.gov preferred).
- Knowledge of CI/CD pipelines, containerization (Docker, Kubernetes), and DevSecOps practices.
- Background in information security; security-first mindset
- Experience with federal Authority to operate (ATO) processes or a similar complex compliance structure
Preferred Qualifications
- Experience supporting digital services in a federal agency (DOI or similar preferred).
- Experience in the Federal grants management space
- Technical certifications (e.g., AWS Certified Solutions Architect, PMP, SAFe Agilist).
- Proficiency with tools such as Jira, GitHub, Jenkins, Terraform, and Confluence.
