Position Summary
Gender Advisor conducts activities that support Gender Integration, and Women, Peace, and Security initiatives among U.S. inter-agency partners, allies, and partner nations. These activities support the conduct of operations, exercises, and theater security cooperation activities across the USSOUTHCOM Area of Responsibility.
Essential Functions of the Position
- The contractor shall provide non-personal services and technical subject matter expertise support the USSOUTHCOM Women Peace and Security (WPS) office as well as promote, develop, and advance the WPS agenda and gender integration efforts at large. To this intent, the contractor will assist with the design, development, implementation, and execution of WPS initiatives in USSOUTHCOM’s Area of Responsibility (AOR), HQs, and the Continental US in accordance with the U.S. Women, Peace and Security Act of 2017, U.S. Strategy on WPS, and DoD WPS guidance.
- Provide services to support the Combatant Commander and WPS office by providing subject matter expert support regarding the integration of Gender Programs and WPS operations, activities, initiatives into the full range of operations, planning, and exercise activities of USSOUTHCOM.
- Coordinate and synchronize activities across the USSOUTHCOM staff, US Embassies, CAG, and interagency partners in the development, review, and analysis of plans, programs, capabilities, and requirements which support WPS implementation with partner nations.
- Plan, coordinate, and/or execute WPS senior leader engagements, round table, subject matter expert exchanges, keynote speaking events and training events as required to support all assigned OAIs. On instances where WPS engagements are in support of the CCDR or Civilian Deputy to the Commander (CDC) ensures all logistics (i.e., venue, audio/visual, translation support, media coverage) are contracted or reserved and reference material (i.e., presentation, hand-outs, scripts, prompted questions, talking papers, reports, etc.,) are produced and tailored with the senior level and target audience in mind. Coordinates WPS read-ahead deliverables for CCDR through the Commander’s Action Group (CAG), CDC, CCDR’s front office, SCJ5 directorate, and US Embassies in the AOR as appropriate. If the engagement is external to USSOUTHCOM headquarters, the contractor will travel, independently or as a team member, secure own transportation and make lodging arrangements. Additionally, will ensure to hold a personal passport and visa as required.
- Produces and provide written materials such as talking points, scripts, information papers, Staff Activity Reports, briefings, proposals, executive summary etc., and data on Gender Integration programs and WPS projects to USSOUTHCOM staff and leadership as required.
- Independently or as a team member, makes special visits to academic or independent organizations to expand base knowledge, resolve problems, find innovative solutions, or provide staff assistance on matters related to the WPS strategy. Performs special projects and studies related to WPS which may involve other major functional areas of the workforce, as required.
- Supports and advises GFPs on how to integrate gender considerations into existing OAIs or creating meaningful stand-alone or emergent events. Coordinates or co-hosts working group meetings to coordinate WPS implementation efforts across the SOUTHCOM enterprise.
- Monitor and analyses developments on gender
- Monitor and report on the implementation of the gender action plan
- The Advisor will provide strategic input and advice on gender and will work within objective teams to ensure that gender equality is mainstreamed within those areas. He/she will undertake analytical and advocacy work and will have responsibility for management of partnerships which deliver specific measures, especially in the area of gender-based violence.

Minimum Qualifications
- Must be able to speak Bilingual.
- Must have master’s degree in public administration (MPA) and/or Public Policy (MPP)
- Must have excellent written and verbal communication skills.
- Must be proficient in using Microsoft Office Suite (Outlook, Word, Excel, PowerPoint).
- Must be able to speak, write, read, and understand English.
- Must be able to multi-task and complete assignments accurately and on time.
- Possess a Valid Drivers’ License without special restrictions.
Preferred Qualifications
- Must have 3 years of related work experience preferred.
- Advanced skill level with Microsoft Excel.
Security Requirements
- Must be a US Citizen.
- Secret Security Clearance required.

Pay: $85,000.00 - $110,000.00 per hour
