Position Summary
The Personal Property Technician shall provide services for technical administrative and logistics support to the Personal Property Management Division. Will assist the Personal Property Management Division with personal property and vehicle support assistance.
Essential Functions of the Position
- Record all accountable personal property, including its acquisition cost; and assign responsibility for safeguarding property.
- Schedule and conduct inventories (cyclic, triennial and spot) by using a barcode label scanner, perform reconciliation actions within the appropriate database, and prepare detailed findings and recommendation reports.
- Research, compile data, and create detailed, financial, inventory and equipment reports as requested by SWFLANT Property Manager to include findings/recommendations.
- Assist the SWFLANT Personal Property Manager in creating/maintaining auditable property records, property identification, manufacturing markings and create/affix barcode labels to equipment per Department of the Navy (DON) Property Program requirements.
- Tag equipment, segregate commodities, and record all equipment identification and acquisition information in accordance with property written procedures (nomenclature, part number, model, serial numbers, manufacturer, cost, etc.)
- Ensure all hard copies of acquisition documents such as DD Form 250, DD Form 1149, DD Form 1348 and SF 1149 are electronically captured and filed for audit purposes.
- Update property records per disposition, transfer, and other documents.
- Review Department of Defense (DOD)/ Department of the Navy (DON) property policies and assist in making recommendations in updating local property procedures as directed by new requirements.
- Coordinate and document equipment transfers with organizations both internal and external to the Command.
- Manage and maintain an audit ready detailed active and historical retained property records filing system.
- Create, print, and replace barcode labels as required.
- Be able to perform administrative tasks such as data entry, filing, copying, email and other general clerical support of the project team.
- Possess good communication skills; be able to communicate with department heads, military personnel and other agencies.
- Assist and manage inventory controls on all Government owned and operated vehicles along with Material Handling Equipment (MHE) assigned to NSB Kings Bay SWFLANT.
- Assist with quarterly inventory reporting requirements from Naval Supply Systems Command (NAVSUP) for all MHE utilized and maintained by SWFLANT at NSB Kings Bay. This will include any unscheduled spot check requirements or audits mandated by NAVSUP or Strategic Systems Programs (SSP).

Physical Demands
- Required to walk, stand, sit, and move about the property for long periods of time.
- Ability to lift and/or move up to 50 pounds.
Work Environment
- Indoor/Outdoor; exposure to external desert environment, hot, cold, windy conditions year-round.
- Noise level can range from minimal to intense.
Minimum Qualifications
- Active Secret Clearance.
- Must have the ability to hold and maintain a Secret Clearance and Common Access Card (CAC).
- High school Graduate or GED equivalent.
- You must have at least 12 months’ experience in personal property management.
- You must have warehousing or supply experience.
- A working knowledge/ understanding of DON property systems, programs, policies, nomenclatures, work methods, instructions or other established guidelines.
- Analytical ability to define or recognize the dimension and scope of work involved, to compile data from multiple sources, to establish the facts, and take recommended action based upon application or interpretation of established guidelines.
- Communicate orally and in writing utilizing a high degree of tact and diplomacy, and processes strong interpersonal skills to effectively discuss Navy Property Management matters with government employees, contractors, and military personnel of all levels.
- Possess good communication skills; be able to communicate with department heads, military personnel and other agencies.
- Must be 18 years or older.
- Able to speak, read, write, and understand English proficiently and can clearly and concisely communicate both orally and in writing.
- Must possess multi-tasking and time management skills.
- Ability to multitask and demonstrate attention to detail.
- Must have a State Driver's License, must be able to obtain a Govt. Driver's License.
- Must be able to work in an environment exposed to the elements, both hot and cold.
- Can learn and operate Material Handling Equipment (MHE) of various types to Include stand-up and sit-down forklifts.

- Must be able to pass a National Criminal Background Check and obtain a Common Access Card.
This is your primary position. Alternate positions will only be engaged at the direction of the supervisor.
