Data Warehouse Project Manager

Red Sun Technology is seeking a highly experienced and certified Senior IT Project Manager to lead and manage the PTO Data Warehouse Project for the Florida Department of Revenue (DOR). This individual must possess a PMP certification (PMI) and have a successful track record of managing complex IT projects, including large-scale vendor-based system implementations and data warehouse initiatives.

A significant component of this role is adherence to and management under the Florida Information Technology Project Management and Oversight Standards – Rules 60GG-1.001 through 60GG-1.009, F.A.C. Therefore, candidates must demonstrate in-depth knowledge and prior experience working within these regulatory frameworks.

• Provide full lifecycle project management for the PTO Data Warehouse project across enterprise-wide stakeholders.
• Manage scope, schedule, budget, quality, resources, and risk for large, multi-vendor, and cross-functional IT initiatives.
• Ensure strict compliance with Florida IT Project Management and Oversight Standards, including producing and maintaining all required documentation.
• Coordinate with internal DOR divisions and external partners to ensure cohesive delivery and communication.
• Lead change management activities, including stakeholder communications, training plans, and public messaging strategies.
• Integrate both agile and waterfall methodologies in managing various workstreams.
• Create, manage, and deliver detailed project schedules, reports, risk plans, quality metrics, and stakeholder updates.
• Use tools such as MS Project, Microsoft Azure DevOps (ADO), JIRA, Microfocus PPM, and the MS Office Suite for project tracking and communication.
• Oversee communication management across organizational levels, ensuring effective engagement of technical and non-technical staff.
• Drive resolution of issues and conflicts with a strong focus on team collaboration and problem-solving.
• Provide project knowledge transfer and training documentation as needed.

• Bachelor’s degree in Computer Science, Information Systems, MIS, or a related field.
• Project Management Professional (PMP) certification from PMI (include certificate number in resume).
• Minimum 5 years of experience managing IT projects, including:
• Delivery of data warehouse projects
• Leading large-scale vendor-based system implementations
• Demonstrated knowledge and application of the Florida IT Project Management and Oversight Standards – Rules 60GG-1.001 through 60GG-1.009, F.A.C.
• Experience managing project communications and change management strategies across internal and public-facing platforms.
• Proven ability to manage project constraints, drive accountability, and meet delivery timelines and goals.

• Experience with cloud-based data warehousing concepts and technologies.
• Familiarity with Snowflake Data Lake/Warehouse platforms.
• Prior management of customer-facing application development projects.
• Experience with ISO/IEC 20000 IT Service Management standards.
• Skilled in balancing Agile and Waterfall project management techniques.
• Strong working knowledge of project management tools (e.g., MS Project, ADO, JIRA, Microfocus PPM).
• Excellent interpersonal, written, and verbal communication skills.
• Proven problem-solving and analytical capabilities, with experience leading diverse stakeholder teams.
