About Us

Redefining the Future Network, Inc. (RTFNetwork) is a behavioral health organization dedicated to providing high-quality mental health services to underserved communities in Baltimore. We offer Outpatient Mental Health Clinic (OMHC) services, Psychiatric Rehabilitation Program (PRP) services, and are in the process of expanding our Substance Use Disorder (SUD) programming. Our mission is to support individuals and families in achieving mental wellness through accessible and compassionate care.

 

Position Summary

The OMHC Consultant will provide expert guidance to enhance the effectiveness and compliance of RTFNetwork’s Outpatient Mental Health Clinic (OMHC) services. This role involves assessing operational processes, ensuring regulatory compliance, optimizing billing practices, and supporting program development. The consultant will work closely with leadership to strengthen clinical services, enhance quality assurance practices, and improve overall service delivery.

 

Key ResponsibilitiesRegulatory Compliance & Accreditation

  • Ensure the OMHC remains compliant with COMAR regulations, Medicaid/Medicare standards, and Joint Commission accreditation requirements.
  • Conduct policy and procedure reviews to align with industry best practices and state/federal regulations.
  • Provide guidance on staff credentialing, licensure requirements, and training compliance.

Operational Efficiency & Quality Assurance

  • Evaluate and recommend improvements for clinical workflows, documentation standards, and intake processes.
  • Identify gaps in service delivery and provide strategic recommendations for efficiency and quality improvement.
  • Assess clinical supervision practices and support the implementation of structured supervision for staff and interns.

Billing & Revenue Cycle Optimization

  • Analyze and provide recommendations for billing practices, coding compliance, and reimbursement strategies.
  • Ensure adherence to OMHC Medicaid and private insurance billing guidelines to maximize revenue and prevent denials.
  • Provide training on ICD-10 coding and documentation to enhance claim accuracy and minimize audit risks.

Program Development & Training

  • Support the development of new mental health service lines and evidence-based treatment models.
  • Provide training for clinicians, case managers, and administrative staff on best practices, risk management, and ethical considerations.
  • Assist with internship program enhancement, ensuring alignment with field placement standards and professional development goals.

Strategic Consultation & Leadership Support

  • Advise leadership on staffing structures, program expansion, and service integration to optimize the clinic’s impact.
  • Support the implementation of data-driven decision-making processes for improved client outcomes.
  • Guide crisis management protocols, risk mitigation strategies, and emergency response planning.

And all other duties assigned by the CEO, clinical director, and/or medical director.

 

Qualifications & Requirements

  • Master’s degree or higher in Social Work, Psychology, Counseling, Public Health, Healthcare Administration, or a related field.
  • LCSW-C, LCPC, LMFT, or Psy.D./Ph.D. in Clinical Psychology preferred.
  • Minimum 5 years of experience in an OMHC, community mental health, or behavioral health leadership role.
  • Strong knowledge of Maryland Medicaid/OMHC regulations, COMAR requirements, and managed care guidelines.
  • Experience with electronic health record (EHR) systems, preferably TheraNest or similar platforms.
  • Knowledge of ICD-10 coding, billing procedures, and utilization management.
  • Strong analytical, communication, and problem-solving skills.
  • Experience in staff training, program evaluation, and policy development.

Preferred Qualifications

  • Experience with Substance Use Disorder (SUD) program development.
  • Familiarity with accreditation processes (Joint Commission).
  • Background in grant writing or funding strategy for behavioral health programs.
