Position Title : Family Empowerment Program Manager
Department : Family Support Program
Reports To : Senior Director of Family Empowerment and Executive Director
Status : Full Time (40hours)
Summary :
Oversees the operation of the Family Support and related services and is responsible for budget development and monitoring of the entire program.
Works directly with the program coordinators and program supervisors in all aspects of program including daily operation and staffing as well as developing strategies to continuously improve and enhance the quality of services.
Perform advanced data compilation and verification; organize and implement program activities; evaluation and improving existing services by identifying program needs and staff skills to complete and meet contract requirements.
Responsibilities
Contract Management
- Oversee contract compliance through regular review and monitoring of Family Support contracts.
- Ensure education of staff with contract confidentiality requirements and best practices.
- Ensures all programs meet or exceed outcomes and indicators.
- In collaboration with all staff, coordinator and program supervisor, identify gaps in services and ensure design and delivery or quality innovative and culturally responsible services.
- Work with the program administrative staff to ensure strategic outreach to the refugee and immigrant communities.
- Responsible for financial aspects of the program, auditing monthly budget development and reviews, contract monitoring, expenditure and revenue comparison, budget analysis and revision, program budget development.
- Ensure program operates within the budget framework.
- Ensues funders requirements {i.e. participation enrollment, retention, job placement, etc.) are met.
- Write and submit monthly program reports and annual narrative reports including outcomes, expense reports, program assessments and program report and submit to the Senior Director of Family Empowerment and Executive Director.
- Ensures the services delivery of all outcomes, and internal monthly, quarterly, and annual reports are on time.
- In collaboration with the Finance Director and the Senior Director of Family Empowerment develop contract and budget proposals.
- Work closely with the Development Director to identify new sources of revenue and take the lead on designing logic models and budgets for grant proposals that ensure financial health of the department.
- Build partnership with community organizations and other stakeholders to work collaboratively in support of program activities.
- In collaboration with Program Supervisors, supervise and train Employment, Social Services and ESL staff to deliver services to clients in effective high quality culturally responsive system delivery and within the framework of the contractual agreement.
- Directly supervise the front desk staff at SeaTac office.
- Complete, verify and submit accurate invoicing for LEP, BFET, Prime, Basic Food, Social Services, and city contracts invoices in a timely matter.
- Prepare and produce monthly spreadsheet for DSHS that reconciles program data and billing totals.
- Reconcile all direct client support services with finance before submitting invoices.
- Stay current with all billing procedures and contract requirements.
- Work closely with the Employment Program Coordinator and Billing Specialist to research denied ORIA billings and take appropriate steps to accurately prepare for resubmission.
