Liaison - Special Education Regional Services

Provide effective and efficient technical assistance and training to ESC clients for the development and implementation of federal, state, and local programs to improve the performance of students. Job requires frequent in-region and occasional out-of-region travel, occasional prolonged and irregular hours. NOTE: this position requires one week per month out-of-region travel.

Minimum Qualifications:

  • Masters Degree required
  • Valid Texas Teaching Certificate with endorsement in area of assignment or appropriate license/certification.
  • Administrator Certification required
  • Three or more years of teaching experience
  • Three or more years of experience in Educational Administration preferred
Knowledge/Skills:
  • Successfully embed Design Thinking and 4 Disciplines of Execution (4DX) processes to meet goals outlined in ESC Special Education Liaison Grant performance measures 1 and 2.
  • Working primarily with LEA special education and campus leaders, increase the knowledge, skills, and motivation of LEA teams to analyze data relevant to students receiving special education services and supports; identify a problem; reflect critically on end-user input, root causes and potential solutions; create a plan for improvement that includes sustainability of progress; and maintain a cadence of internal accountability.
  • Working primarily with LEA special education and campus leaders, identify target LEA needs relevant to students receiving special education services and supports and connect them to supports and resources that effectively meet those needs.
  • Deliver or facilitate regional professional development and support to LEAs regarding special education monitoring procedures and expectations, including review preparation and post-review follow-up, in coordination with TEA’s Department of Review & Support; and participate in certification requirements with TEA’s Leaders and Educators Addressing Disproportionality in Special Education (LEADS) initiative, including training sessions with grantee, training sessions with LEAs, and other duties as assigned (e.g. pre-work, debrief sessions, attending coaching sessions).
  • Prioritize, protect, and attend all required ESC Liaison week activities and participate in feedback loops and collaborative activities that connect policy and practice statewide. A maximum of three (3) Austin-week days may be missed for reasons other than personal leave with advanced approval from TEA grant program manager. These days are not required to be consecutive.
  • Complete one (1) observation that aligns to essential functions and follow-up debrief meeting with TEA Grant Manager annually.
  • A demonstrated track record of success improving student outcomes in a teacher, campus leader, or district leader role.
  • An in-depth knowledge of instruction practices that lead to improved teaching and learning.
  • An in-depth knowledge and content expertise, specific to role.
  • Ability to design, deliver, and facilitate high-quality professional development for adult audiences, both in person and virtually.
  • Ability to connect with diverse audiences and understand complex and unique circumstances in order to support growth among individuals and across regions/districts.
  • Ability to coach, model and provide feedback on performance.
  • Highly organized; ability to manage multiple projects at once and meet deadlines.
  • Attention to detail with an ability to produce high quality work in diverse environment.
  • Ability to break down complex information into comprehensive parts, ask questions, synthesize and analyze.
  • Ability to influence others to achieve outcomes, both within and outside formal management structures.
  • Collaborative and results-oriented.
  • Excellent written and oral communication skills.
  • Emerging expertise in virtual platforms and virtual facilitation to ensure the continued ability to meet district need.

  • Knowledge of and experience using Microsoft Office, Google, video conferencing tools, and multimedia equipment.

Essential Functions:

  • ESSENTIAL FUNCTION #1: 80% of LEAs engaged in tailored support and assistance with ESC Liaisons show evidence of adequate improvement in targeted areas.
    • Activities:
    • Assess and agree to the support and assistance to be made available to each individual site and/or collectively to a number of sites.
    • Schedule virtual and onsite meetings based on the goals of the team and stakeholders.
    • Tailor support based on needs of the team and systems stakeholders.
    • Assess the effectiveness of the level of support in meeting needs, goals, and context of the implementation effort.

    ESSENTIAL FUNCTION #2: 80% of LEAs who engage in a reciprocal relationship with ESC Liaisons show evidence that connections are meeting intended needs.
    • Activities:
    • Connect individuals or groups by providing advice and serving as a relational resources.
    • Maintain ongoing communication with people or groups whose connections are vital for the success of the implementation efforts.
    • Assess the effectiveness of connections in meeting the intent of the implementation efforts.

    ADDITIONAL ESSENTIAL FUNCTIONS
    • Designs, delivers, and/or facilitates job-embedded professional development for relevant clients at district, school, or classroom level, including:
    • Whole-group trainings that build a shared understanding of skills, practices, or systems and include opportunities for practice
    • Support for participants implementing a new skill, practice, or system within their context, including co-planning, observation, and real-time feedback
    • One-on-one coaching sessions that identify participant successes and develop their capacity to improve high-leverage areas of growth
    • Technical assistance that provides direct, responsive training or support to individuals or small groups around compliance, systems, or state requirements
