Overview: The Vice President of Programs and Strategic Initiatives (VP, PSI) is a senior leadership role responsible for overseeing and driving the strategic direction, management, and execution of several programmatic initiatives at the Regional Food Bank. This individual will be accountable for ensuring that the food bank’s various programs align with its mission to serve our neighbors in need and improve food security for vulnerable populations. With responsibility for multiple programs and services, the VP will work closely with the Chief Program Officer, senior leadership, staff, community partners, and stakeholders to ensure effective program delivery, fiscal responsibility, and programmatic innovation.

This is a high-level, multi-faceted role requiring a strong, strategic thinker with extensive experience in managing multiple diverse, high-impact programs. The ideal candidate will be an accomplished leader with a deep understanding of program development, implementation, and evaluation in a nonprofit or food security context. The VP of PSI must be able to thrive in a fast-paced environment and possess strong management skills to guide teams across various program areas.

The incumbent will be responsible for managing and developing agency services, children’s feeding programs, community health and nutrition programs, and programs for seniors. The incumbent will be responsible for the development and implementation of policies and procedures, training and development, and regular monitoring to ensure that each food distribution partner remains in compliance with all applicable Feeding America and government regulations. As a member of the Executive Team, the incumbent will be responsible for ensuring that activities within their portfolio support the strategic goals of the Food Bank and are properly coordinated with the other departments within the Food Bank.

Principle Responsibilities

Program Management and Oversight:

· Lead, manage, and evaluate the food bank’s diverse portfolio of programs, including (but not limited to) food distribution, nutrition education, community engagement, emergency response, and partner services.

· Ensure that all programs meet defined goals, standards, and outcomes, delivering measurable impact in addressing food insecurity.

· Develop and implement best practices and ensure consistency in program quality, with attention to continuous improvement.

· Oversee the planning, coordination, and execution of multiple programs simultaneously, ensuring that resources are used efficiently and that deadlines are met.

Strategic Leadership:

· Work closely with the CPO and senior leadership team to set the strategic direction for the food bank’s programs and services, aligning them with the organization’s mission, vision, and overall goals.

· Provide leadership and guidance to program directors and managers, empowering them to achieve program objectives and fostering a culture of collaboration, accountability, and high performance.

· Drive innovation in program design, using evidence-based practices to expand and enhance service delivery, ensuring programs are relevant and responsive to the changing needs of the community.

Team Leadership and Development:

· Lead, mentor, and support a team of program leaders, coordinators, and staff, building a cohesive, motivated, and high-performing program team.

· Establish clear expectations, provide regular performance feedback, and facilitate professional development opportunities to ensure the team’s ongoing growth and success.

· Foster a positive work environment that emphasizes teamwork, inclusivity, and a commitment to mission-driven work.

Budget and Resource Management:

· Develop and manage program budgets, ensuring the efficient allocation of resources to achieve program objectives.

· Monitor and report on program expenses and revenue, adjusting resources as necessary to ensure fiscal responsibility and sustainability.

Evaluation and Impact Measurement:

· Establish and implement program evaluation frameworks to measure effectiveness, impact, and outcomes, and make data-driven decisions for continuous improvement.

· Collect and analyze data to assess the success of programs and identify areas for growth or modification.

· Report regularly to the CPO on program performance, impact, and alignment with strategic goals.

Collaboration and Community Engagement:

· Serve as a key representative of the food bank’s programs within the community, building and maintaining strong relationships with external stakeholders and partner organizations. Must be able and comfortable presenting to outside organizations, community meetings, at conferences.

· Collaborate with other organizations, government entities, and community leaders to leverage resources, improve access to services, and enhance the food bank’s impact.

· Works independently and collaboratively with other departments and employees in support of the mission of the Food Bank.

· Perform other duties as necessary to meet Food Bank needs.

· Physical Requirements: This position works in a typical office setting but may be exposed to extreme temperatures in a warehouse setting. There may be extended periods of sitting, standing and/or bending, listening, talking and/or visual concentration, writing and/or computer use. This position would normally have routine opportunities for the employee to be able to alter their physical position or change eye focus. Lifting should not normally exceed 30 pounds.

Qualifications:

· Experience: At least 5 years of progressive experience in nonprofit program leadership and management, with a proven track record of successfully managing multiple complex programs simultaneously. Deep knowledge of program design, management, and evaluation methodologies. Experience in food security, social services, or related fields highly desirable.

· Leadership: Demonstrated ability to lead and inspire teams, with a history of mentoring and developing staff into high-performing teams in fast-paced, mission-driven environments.

· Diversity, Equity, and Inclusion (DEI): Experience implementing DEI strategies and initiatives in program development, outreach, and service delivery, ensuring that all community members have access to services regardless of their background. Proven ability to assess and address systemic barriers to access and equity within program offerings, and to ensure that services are delivered in a way that is inclusive and responsive to the needs of historically underserved groups.

· Strategic Thinking: Strong strategic planning skills with the ability to think creatively and pragmatically to develop and implement new programs and services that address community needs.

· Financial Management: Experience managing program budgets, including forecasting, resource allocation, and ensuring financial sustainability of program initiatives.

· Communication Skills: Excellent interpersonal, verbal, and written communication skills. Ability to effectively communicate with diverse stakeholders, including staff, donors, community members, and government officials.

· Analytical Abilities: Strong data analysis and evaluation skills to assess program performance and outcomes. Ability to use data to inform decision-making and drive continuous improvement.

· Education: A Bachelor's degree in social work, nonprofit management, public administration, or a related field is required.

· A valid NYS driver’s license.
