JOB TITLE: IT SECURITY ADMINISTRATOR
CLASSIFICATION: EXEMPT
GRADE: GRADE 5 ($74,256 to $100,464 annually, depending on experience)
DEPARTMENT: INFORMATION SERVICES
REPORTS TO: INFORMATION SECURITY OFFICER
LOCATION: BRECKSVILLE (HYBRID)

About the Role: The purpose of this portion to perform two core responsibilities for the Agency. The first responsibility is the day-to-day support and maintenance of the Agency’s existing information security solutions. This work includes auditing, reviewing, investigating and resolving potential security incidents detected by those systems. The second responsibility includes the implementation of new security solutions, participation in the creation and or maintenance of policies, standards, baselines, guidelines and procedures as well as conducting vulnerability audits and assessments. This position also performs related work as directed to ensure proper department coverage, which includes the Network, Configuration
Management and Help Desk teams.

RITA is an OPERS employer that offers low monthly premiums for health benefits for employees, spouses and dependents with no monthly cost for dental and vision coverage. The Agency makes bi- annual contributions to employees’ Health Savings Accounts. Additional benefits include paid vacation and paid sick leave, including for mental health, along with 3 personal days provided on the anniversary of the employee’s hire date. The initial 3 personal days are provided upon successful completion of the

Work Environment: You will be assigned to work out of RITA’s Brecksville, with the opportunity to work a blended schedule, meaning some days in the office, some days working from home. EXAMPLES OF ESSENTIAL FUNCTIONS
Strategy & Planning

1. Contributes in the development of the Agency’s security strategy and aligning it to Agency goals, objectives and risk tolerance.

2. Contributes to the IT Security budget to ensure annual funding for the Agency’s security strategy and the technology required to implement, support and maintain it.

3. Participates in regular assessments of Agency information systems and plans and implements solutions that reduce risk to the level accepted by the RITA Security Committee.

4. Contributes in the development of security requirements for all Agency IT related projects.

Acquisition & Deployment
1. Assists in the delivery of the Agency’s security awareness program and helps ensure the program remains current.
2. Procures and implements, where applicable, security technology that reduces Agency security risks for all Agency information systems and facilities.
3. Implements effective corrective action plans (e.g., security policies, risk management, review of security controls, rules of behavior, computer security and operations, contingency planning, documentation, training, incident response, and audit trails, etc.) that have been identified by the RITA Security Committee.

Security Management

1. Ensures the management, operational and technical security controls for information systems and facilities aligns with Agency security plans and security architectures.

2. Maintains and updates the Agency’s compliance stance (e.g. PCI, IRS Publication 1075, SOC-1)
3. Participates in the creation and maintenance of enterprise security documents (policies, standards, baselines, guidelines and procedures).
4. Participates in the design, execution and remediation efforts of vulnerability assessments, penetration tests and security audits.
5. Participates in the planning and design of an enterprise Business Continuity Plan and Disaster Recovery Plan, where appropriate.
6. Reviews and maintains security audit logs and reports of Agency hardware and software, whether they be under direct control (i.e., security tools, network devices) or not (i.e., workstations, servers, etc.). Interprets the implications of that log activity and devises plans for appropriate resolution if activity is the result of a security incident. Supports Agency management in security related investigations of problematic activity.

7. Provides end-user training/knowledge transfer sessions to facilitate peer growth.
8. Provides level 2 on-call support for end users for all in-place security solutions.
9. Administers, maintains and monitors all Agency network and host-based firewalls, network switches, routers, intrusion detection/intrusion prevention, authentication services, internet web filtering\classification and e-mail filtering systems.

10. Administers, maintains, and monitors all CCTV and physical access control systems.
11. Administers, maintains and monitors software and equipment service contracts. Monitors service level agreements of vendor provided services, where applicable
12. Performs the deployment, integration and initial configuration of all new security systems and of any enhancements to existing security solutions in accordance with industry standard best operating procedures and the Agency’s security documents.

13. Performs other related work as assigned.

Physical Requirements: The individual assigned to this position must be able to complete all physical requirements of the job, with or without a reasonable accommodation, which include, but are not limited to the following :

  • Must be able to remain in a stationary position 50% of the time.
  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
  • Communicates with staff member, tax payers, members, etc. Must be able to exchange accurate information in these situations.
  • Frequently moves computing equipment weighing up to 25 pounds.

About You: Bachelor’s degree in information technology or closely related field; supplemented by 2-3 years of hands on experience in medium to large networks or 3-5 years’ experience in information security administration; or an equivalent experience administrating network firewalls, internet web filtering\classification, e-mail filtering and anti-virus software; and a working technical knowledge of network and host based intrusion detection and prevention systems, vulnerability identification and scanning software and security event management and correlation software; and a strong understanding of the vulnerabilities associated with TCP/IP and other network and application protocols and vulnerabilities effecting the Microsoft Windows operating system.

One or more of the following certifications is also desired:

  • (ISC)2 Systems Security Certified Practitioner (SSCP)
  • GIAC Security Essentials Certification (GSEC)
  • CompTIA Security
  • GIAC Information Security Fundamentals
  • Cisco Certified Network Associate Security (CCNA Security)
  • Cisco Certified Network Professional Security (CCNP Security)
