Organization Overview

The mission of Regional Opportunity Initiatives (ROI) is to advance economic and community prosperity in the 11 counties of the Indiana Uplands (Brown, Crawford, Daviess, Dubois, Greene, Lawrence, Martin, Monroe, Orange, Owen, and Washington counties). ROI is growing potential and possibility through a focus on advanced industry sectors, regionalism, transformative school and workforce redesign, and placemaking strategies.

Job Summary

With funding support from the National Imperative for Industrial Skills (NIIS), ROI is launching a multi-year, multi-layered microelectronics (ME) education and workforce initiative. NIIS is an initiative of the U.S. Department of Defense’s Office for Industrial Policy through its Industrial Base Analysis and Sustainment (IBAS) program.

ROI will lead this new initiative in the Indiana Uplands, addressing the nation’s critical need to increase ME production and develop skilled talent. Rural Indiana Workforce Development for Microelectronics leverages ROI’s public-private partnerships with industry, manufacturing, K-12 education, community colleges, post-secondary institutions, and local / state / federal agencies to promote and expand ME training, education, and career pathways.

The Project Manager will work alongside the Program Director in leading all activity across the Rural Indiana Workforce Development for Microelectronics’ four components : K-12 education outreach, fabrication of physical spaces for ME training (“cleanrooms”), youth apprenticeship programming with high school and industry partners, and a post-secondary ME certificate program.

ROI is seeking a detail-oriented professional with strong organizational skills, an eagerness to contribute to large-scale initiatives, and a collaborative approach to project management. The Project Manager will work alongside the Program Director lead logistics and coordination efforts to ensure the initiative’s success and alignment with ROI’s mission.

Key Responsibilities

  • Assist the Program Director in planning, organizing, and implementing strategies for :
  • The successful execution of comprehensive programming
  • Risk mitigation and problem-solving
  • Effective communications and stakeholder engagement
  • Data capture and program evaluation
  • Financial stability and long-term program viability
  • Manage the logistics of all program activities, including scheduling, reporting, and coordination with external evaluators
  • Collaborate with the Advisory Council to identify challenges and develop strategic solutions
  • Ensure that all federally mandated reporting milestones are met, including monthly status reports, semi-annual reviews, and a final report detailing lessons learned
  • Oversee the preparation and distribution of promotional and marketing materials with the Program Director and ROI’s Communications and Marketing Director
  • Facilitate coordination among team members working on K-12 outreach, the ME hub training center, youth apprenticeship programming, and the post-secondary certificate program
  • Monitor progress toward program goals and milestones, ensuring deliverables are achieved within timelines and budgets
  • Stay current on emerging trends, technologies, and approaches in workforce development to support program design and implementation

Education, Qualifications, & Experience

  • Bachelor’s degree or equivalent experience, with a background in project management
  • Industry-relevant experience and familiarity with ME education, research, and / or production
  • Experience coordinating initiatives with diverse teams and stakeholders
  • Strong organizational skills and attention to detail, with the ability to manage multiple tasks and priorities
  • Solid writing and verbal communication skills, with experience drafting reports and presentations
  • Familiarity with the K-12 education ecosystem and post-secondary pathways
  • Knowledge of federal programs, government contracts, or defense / military operations
  • Proficiency in project management tools and techniques
  • Empathy, humility, and a collaborative mindset

    Job Location

    Bloomington, Indiana, with a mix of in-office and travel within the Indiana Uplands region. Occasional travel outside the region for in- and out-of-state conferences and state-level meetings, with mileage reimbursed at the current federal rate.
