THE POSITION
Regional Transit Service (RTS) is seeking a dynamic, strategic, and collaborative leader for its Director of Planning position. This position is responsible for overseeing service design and planning, federal reporting, and community coordination activities. This position works closely with internal leadership, the Title VI Coordinator, and the Genesee Transportation Council to ensure that cost effective public transit is planned to serve the community.

This is a hybrid position working out of Rochester, NY. Please note, RTS does not cover any relocating expenses.
SUPERVISES: Transportation Planners
COMPENSATION: $90,000 - $120,000 annually (depending on experience)

THE IDEAL CANDIDATE
Successful candidates will have extensive, high-level experience with a proven ability to do the following:
- Strategic Leadership:Collaborate with the Chief Customer and Community Experience Officer and the leadership team to develop and implement the department's strategic plan, ensuring all activities align with long-term objectives and support the improvement of community health, employment, and recreational transit services. The director will identify opportunities for growth and innovation, ensuring RTS adapts to the evolving community landscape.
- Financial Oversight:Manage financial operations of the department, including budgeting, financial reporting, and revenue cycle management, ensuring efficient use of resources while maintaining a focus on high-quality community services.
- Operational Management:Oversee daily operations of the department ensuring regulatory compliance and adherence to best practices in the transit and related industries. The director will implement data-driven performance metrics to improve operational efficiencies and customer outcomes.
- Community Engagement:Serve as a representative of RTS, building relationships with healthcare partners, government agencies, and community organizations. Promote the organization's mission through outreach and partnerships that improve access and impact.
- Team Development:Lead and support the planning team by fostering a culture of collaboration, accountability, and continuous improvement. The director will focus on leadership development to build a strong pipeline of future leaders within the organization.
Successful candidates will have the following education:
- Bachelor's degree in Urban Planning, Public Administration, Public Health, Social Science or a related field. Master's Degree preferred.
Successful candidates will have the following experience:
- A minimum of six (6) years of work experience in an urban planning, federal, state, or local government or transit-related professional position; minimum of four (4) years in a management level role.
- An equivalent combination of related work experience, training, and/or education sufficient to successfully perform the essential duties of the job.
