THE POSITION

FLSA STATUS: Exempt
Working Conditions: May work shifts on days, evenings, weekends, and holidays.
Requirements
Education and Work Experience: Equivalent to a Bachelor's Degree in Business Management, Public Administration, Engineering, Planning or a closely related field and ten (10) years of professional engineering, planning or transit management experience, four (4) years of which were in a supervisory/managerial role.
Licensing and Certification: Must possess and maintain a valid Class C Driver's License at time of application.
Background Investigation: Employment with the Regional Transportation Commission in this position is contingent upon the results of a comprehensive education/experience background investigation as well as criminal history, personal credit history, and driving history record check.

PHYSICAL DEMANDS
Work is normally performed in an office environment. No or very minimal physical effort is required. No or very limited exposure to physical risk.
EXAMPLE OF DUTIES
Assists and supports the Chief Executive Officer by providing executive level management oversight and strategic direction to the RTC's divisions/departments. Plans, reviews, and evaluates the work of subordinate management and professional staff. Confers with RTC management in regard to operational support service activities and programs; directs and interprets RTC policies and procedures. Serves as project manager for a variety of special projects; facilitates project activities and resolves issues; develops and submits project reports to the Chief Executive Officer and the RTC Commissioners. Oversees safety responsibilities for areas assigned and ensures that direct reports are trained on safety procedures, fully compliant with procedures, and held accountable for breaches in safety and security protocol. Oversees the supervision of staff, which includes work allocation, training, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Maintains communication with other governmental entities to coordinate regional initiatives; serves as liaison to executive management, RTC Commissioners, and other external agencies. Maintains knowledge of operational trends and formulates appropriate action necessary by the RTC to ensure that its services will continue to operate in an effective and efficient manner. Represents the RTC's interests and positions before legislative authorities and local jurisdictions. Develops annual operating budgets and provides fiscal direction to units. Represents the RTC at community and/or business meetings. All other duties as assigned.
GROUP INSURANCE - Health and dental insurance is available at a minimal expense to eligible employees, spouses and dependents. The RTC pays the monthly life insurance premium for eligible employees.
SERVICE CONNECTED DISABILITY INSURANCE - Eligible employees are covered by a Workman’s Compensation Program in accordance with the provisions of the Nevada Industrial Insurance Act (NRS Chapter 616) and the Nevada Occupational Diseases Act (NRS 617).
LONG-TERM DISABILITY INSURANCE - The RTC pays a monthly premium toward a long-term disability plan for eligible employees.
VACATION - Vacation leave accrual is based on length of RTC employment. Employee credited with 20 days of annual leave or a prorated portion thereof at the beginning of employment. Accrual will change to 25 days per year after 10 years of service.
SHORT TERM DISABILITY PLAN - A Short Term Disability policy is provided to Management employees at no cost.
PARENTAL LEAVE - Management employees can request up to two weeks of paid leave in conjunction with the birth or adoption of a child.
RETIREMENT - Full-time employees become a member of the Nevada State Public Employees Retirement System under an employer paid plan.
CREDIT UNION - Clark County employees and their families are eligible to join the Clark County Credit Union.
ANNUAL PHYSICAL - Comprehensive annual physical examination, including stress EKG, at the RTC's expense.
FMLA - Employees who have worked for the RTC for at least one year, and have worked at least 1,250 hours over the preceding 12 months are eligible for the provisions of the Family Medical Leave Act.
