We are seeking a highly motivated and experienced HR Manager to join our team in Scottsbluff, NE. As the HR Manager, this position plays a key role in designing and managing employee benefits packages, ensuring they are competitive, attractive, and meet the needs of the workforce.  Additionally, this position is instrumental in developing and delivering training programs, licensure tracking, new hire orientation, introduction of new technologies or procedures, and promoting best practices in patient care to support the organization’s mission of providing exceptional patient care. This role ensures smooth HR processes, oversees FMLA administration, and works with leadership to provide data-driven insights.

Key Responsibilities

Leadership and Oversight of Benefits Administration Staff

  • Provide direct oversight and leadership for HR personnel responsible for benefits administration.
  • Ensure efficient workflow, accountability, and adherence to policies by benefits administration staff.
  • Mentor and develop HR team members, fostering a high-performance culture.
  • Implement process improvements to optimize benefits delivery and employee support.

New Hire Orientation

  • Direct and facilitate the organization’s new hire orientation program.
  • Ensure all new employees receive a structured, informative and engaging introduction to the organization.
  • Coordinator with department heads to provide department specific presentations during orientation.
  • Continuously refine the orientation experience based on feedback and organizational needs.

Benefits Administration & FMLA oversight

  • Lead strategic planning and execution of benefits programs, ensuring competitive offerings and compliance with state and federal regulations.
  • Oversee FMLA administration, ensuring compliance with federal guidelines and supporting employees throughout the process.
  • Manage benefits audits, working closely with outside agencies and the finance team to ensure regulatory readiness.
  • Enhance benefits education efforts, including open enrollment support and benefits communication strategies.
  • Optimize employee benefits utilization by reviewing participation trends and recommending policy enhancements.

Licensure & Certification Management

  • Oversee employee licensure and certification compliance across all departments, ensuring up-to-date records.
  • Implement and manage automated tracking systems to minimize compliance risks.
  • Develop proactive education initiatives to support employee renewal processes.

Benefits Administration & FMLA Oversight

  • Strategically manage key organizational events, including Benefits Fairs, Leadership Training, Town Halls, and Employee Seminars.
  • Partner with senior leadership to align HR events with organizational goals and workforce priorities.
  • Lead the development of leadership education materials and training sessions to support management growth.

HR Policy & Compliance Leadership

  • Monitor industry trends to ensure HR polices remain compliant with legal and regulatory standards.
  • Provide guidance to HR leadership on process improvements, risk mitigation, and strategic workforce planning.
  • Act as a key liaison between HR and executive leadership to ensure smooth policy implementation.

Workforce Analytics Partnership

  • Partner with HR leadership and finance teams to analyst and report on workforce trends, benefits utilization, and turnover data.
  • Collaborate on the preparation of analytic reports that support leadership decision-making.
  • Assist in identifying workforce improvement areas based on data insights.
  • Ensure HR data reporting aligns with organizational objectives and compliance standards.

Conclusion

The HR Manager plays a critical role in overseeing benefits administration staff, managing FMLA administration, leading new hire orientation, and ensuring compliance with licensure and certification tracking. This position collaborates on workforce analytics to support HR decision-making and organizational success.

 

Qualifications

Education: Bachelor’s degree from an accredited college or university.

Licensure: Human Resources certification such as SPHR, PHR, and/or CEBS is preferred.

Experience:

  • Requires four years related work experience with demonstrated competence with human resources analytics and reporting.
  • Requires effective interpersonal and people skills.
  • Will have significant interaction with personnel in HR, information systems, finance decision support, payroll and other departments throughout the healthcare system.
  • Must be able to proactive in completing tasks with minimal direction.
  • Proficient in use of Microsoft Office Suite, specifically Excel.
  • Capacity to apply discretion and maintain a high level of confidentiality when handling sensitive information.
  • Excellent verbal and written communication skills.
  • Proficient with or the ability to quickly learn the organization’s HCM/HRIS, payroll and similar.

Skills:

  • Strong organizational and project management skills.
  • Proficient in data analysis and reporting using tools like Excel, Tableau, or other analytics platforms.
  • Excellent verbal and written communication skills, with an ability to engage diverse audiences.
  • Knowledge of clinical and non-clinical healthcare workflows is a plus.
