Description
The Deputy Program Manager (DPM) will support the Program Manager (PM) in overseeing all contractor work performed for Department of Homeland Security. Based on-site in Arlington, VA, the DPM is responsible for managing all aspects of the project, ensuring it is completed on time and within budget, while overseeing scope, schedule, internal staffing, and contractual deliverables.
The DPM will act as a senior-level advisor, providing strategic advice, technical guidance, and expertise to project staff. The DPM is responsible for preparing status reports for upper management, managing project planning, scheduling, and monitoring reviews. The role involves establishing operating policies to mitigate risk and overseeing the coordination of personnel and resources required to complete the project successfully.
Key Responsibilities:
- Manage and oversee all aspects of project execution, ensuring timely completion within budget.
- Handle project planning, scheduling, and monitoring reviews, ensuring proper scope management and risk mitigation.
- Provide strategic advice and technical guidance to the project team, including evaluation and optimization of client-specific or mission-critical challenges.
- Prepare and present status reports for upper management, ensuring transparent communication regarding project progress.
- Ensure coordination of personnel and resources to meet project goals and contractual deliverables.
- Establish operating policies to mitigate risks and ensure successful project execution.
- Act as a point of contact for the Government when the PM is unavailable, with full authority to manage project activities.
- Respond to client inquiries and technical issues within 24 hours of notification and maintain proactive communication with the COR.
Qualifications

Experience:
- Minimum of 10 years of experience managing large, complex projects, providing strategic advice and overseeing project execution in a government or defense-related environment, preferred with Department of Homeland Security
- Proven track record of managing scope, schedule, and staffing, including coordination with subcontractor teams.
- Experience preparing and presenting reports for senior management and stakeholders.
- Strong understanding of project management principles, including risk management and performance monitoring.
- PMP or equivalent project management certification.

Technical Expertise:
- Demonstrated ability to provide strategic solutions and technical guidance for mission-critical issues.
- Experience managing large matrixed workforces and overseeing coordination of personnel and resources across multiple workstreams.
- Proficiency in managing complex programs that involve subcontractor teams and multiple project elements.

Leadership & Communication Skills:
- Strong leadership capabilities with the ability to lead teams and manage performance.
- Excellent communication skills with the ability to engage effectively with senior Government officials and internal project stakeholders.
- Ability to manage client relationships and ensure alignment with project goals.

Security Clearance:
- Must possess Secret clearance and ability to obtain and maintain a Top-Secret clearance.
- Preferred Qualifications:
- Experience in managing cybersecurity programs for government agencies.
- Familiarity with CISA and DHS
- CISM, CCISO, CISSP, or equivalent

The annual salary range for this position is $140,000 to $160,000. Actual compensation will depend on a range of factors, including but not limited to the individual’s skills, experience, qualifications, certifications, location, other business and organizational needs, and applicable employment laws. The estimate displayed represents the typical salary range for this position and is just one component of the total compensation package for employees.
