Purpose of Position:
The primary function of the Registration and Entity Services is to facilitate ReliabilityFirst’s Organizational Registration process in accordance with North American Electric Reliability Corporation (NERC) regulations, which includes accurately maintaining and updating records within the NERC Centralized Organization Registration ERO System (CORES) web-based application. This individual will be responsible for registering and deregistering utility companies as entities within our region. This position will work mainly independently to directly serve entities to help facilitate all aspects of the registration process and serve as the entities first contact point for questions related to ReliabilityFirst.
Key Responsibilities:
- Register applicable utility companies as an Entity on the NERC Compliance Registry (NCR) in RF footprint
- Identify new potential Entities through active research or through maintained connections with current Entities
- Guide Entities through initial registration and coordinate with Entities throughout the approval process for registration with NERC
- Conduct Bulk Electric System (BES) definition reviews to identify if Entities meet the criteria to be registered
- Collect and maintain all relevant information necessary for registration and maintain contact records for each Entity (such as their Primary Compliance Contact)
- Routinely review and update existing registration records through regular communication with existing registered entities
- Update Entity registrations when changes occur, including deactivation of an entity function(s), deregistration of Entity from the NCR, changes in ownership of Entity assets, consolidation of registrations and transfer/sale/acquisition of assets.
- Assist companies when they enter into contracts with other companies on matters of compliance responsibility and register Entity as Coordinated Functional Registration or Joint Registration Organization
- Track relationships between different functional roles in registered entities via functional mapping
- Maintain all documentation associated with Entities. This includes, but is not limited to: asset verification forms, one-line diagrams, interconnection service agreements, etc.
- Provide support for Entities as an Subject Matter Expert on NERC registration/regulations/definitions
- Often serve as customer service provider and main point of contact for wide range of questions relating to RF, NERC, registration, tools available, compliance criteria, etc.
- Maintain lines of communication with all Entities and communicate changes/updates to compliance standards
- Create and distribute monthly Compliance Monitoring and Enforcement Program (CMEP) newsletter to Entities with major news and pertinent information
- Develop and provide Entity Registration outreach opportunities via trainings, workshops, webinars, etc.
- Use SME knowledge to contribute to major ERO (Electric Reliability Organization)
- Processes and extraneous RF activities as needed
- Participate in NERC Working Groups and Regional subgroups in discussing registration topics, policy and procedure updates, and contribute to decision making in shaping aspects of registration process across NERC
- Contribute to RF cross-functional activities such as visiting generators, transmission lines, etc. for on-site inspection (i.e. Winter readiness program and Entity field-walkdown compliance) and with development of compliance support (i.e. Compliance Oversite Plans and Mitigation Plans)
- Contribute to RF cross-functional activities such as visiting Entities for on-site inspection (i.e. cold weather readiness program and facility rating field-walkdown compliance).
- Support to Compliance Monitoring and Enforcement Program activities (i.e. Compliance Oversite Plan development and Mitigation Plan processing)
Qualifications:
- Bachelor degree in Electrical Engineering or related technical field preferred with twelve years of experience
- OR No degree with at least fifteen years of related experience/education resulting in demonstrated ability to perform the major duties required.
- Exceptional interpersonal and communication skills
- Ability to collaborate across all kinds of teams and with any individual internally and externally
- Ability to time manage with multiple responsibilities
- Proficient with Microsoft Office 360, databases, and ability to quickly learn new technology applications
- Highly motivated, self-starter with experience leading small groups or running projects with minimal supervision
Desirable:
- Experience with NERC, the BES, regulation within the ERO (Experience in power systems knowledge through college coursework, training, or on the job experience. Examples include understanding of transmission planning, resource planning, distribution planning, protection systems, generation operations, or transmission operations
- Knowledge in new and emergent technologies like inverter-based resources, distributed energy resources, energy storage, or similar technologies
- Quick, efficient response time in customer service settings
- Ability to draw meaningful connections from detailed information
