Summary Plans and administers policies relating to all phases of human resources activity by performing the following duties personally or through subordinate supervisors.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
- Follows all policies and procedures
- Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance
- Keeps records of benefits plans participation such as insurance and pension plan, personnel transactions such as hires, promotions, transfers, performance reviews, and terminations, and employee statistics for government reporting
- Advises management in appropriate resolution of employee relations issues
- Administers performance review program to ensure effectiveness, compliance, and equity within organization
- Administers salary administration program to ensure compliance and equity within organization
- Administers benefits programs such as life, health, dental and disability insurances, pension plans, vacation, sick leave, leave of absence, and employee assistance
- Investigates accidents and prepares reports for insurance carrier
- Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations
- Represents organization at personnel-related hearings and investigations
- Manages human resources operations by recruiting, selecting, orienting, training, coaching, counseling, and disciplining staff; planning, monitoring, appraising, and reviewing staff job contributions; maintaining compensation; determining production, productivity, quality, and customer-service strategies; designing systems; accumulating resources; resolving problems; implementing change
- Supports management by providing human resources advice, counsel, and decisions; analyzing information and applications
- Organized record keeping or some filing may be required
- Other duties may be assigned

Education and/or Experience
- Bachelor's degree (B. A.) from a four-year college or university; or seven to ten years related experience and/or training; or equivalent combination of education and experience.
Language Skills
- Ability to read, analyze and interpret the most complex documents.
- Communicate well with all levels of personnel including but not limited to employees, management, and officers.
- Ability to make effective and persuasive speeches and presentation on controversial or complex topics to employees, management, or officers.
