Reports to: Head of Programs
Works with: Program, Liaison, and External Stakeholders
Main Responsibilities And Tasks
Minimum of 3 years of experience in program management
experience in liaison roles, working with local and national authorities, and coordinating with external stakeholders, especially in cross-border contexts between Syria and Turkey.
Strong understanding of humanitarian principles and program management, and the ability to implement projects in complex, dynamic environments.
Strong communication skills (both written and verbal) in English and Arabic (knowledge of Turkish is an asset).
Additional Requirements
This position is remote, occasional travel to Syria and Turkey may be required, depending on program needs.
Flexibility in working hours to accommodate cross-border coordination and engagement with teams in different time zones.

- Program Management and Coordination:
- Oversee the implementation of cross-border programs between Syria and Turkey, ensuring alignment with organizational goals and donor requirements.
- Support program staff and partners in developing and executing work plans, timelines, and resource allocation for various program initiatives.
- Coordinate activities between SARD offices in Syria and Turkey to ensure seamless program delivery and compliance with local regulations.
- Liaison and Stakeholder Engagement:
- Serve as the primary liaison with key stakeholders, including local government authorities, INGOs, local NGOs, and community leaders across Syria and Turkey.
- Facilitate communication and collaboration between SARD teams and external partners, including border authorities and regional entities.
- Represent SARD in high-level meetings and external forums, advocating for the needs of affected populations and ensuring that the organization’s objectives are well understood.
- Monitoring, Reporting, and Compliance:
- Ensure effective monitoring and evaluation of programs to track progress and assess outcomes.
- Compile reports on program activities, providing updates to internal and external stakeholders, ensuring transparency and accountability.
- Ensure that all activities comply with local and international regulations, including those related to cross-border movement and aid delivery.
- Address and mitigate risks associated with program activities, identifying potential challenges and developing strategies to overcome them.
- Capacity Building and Training:
- Provide training and technical support to program teams and local partners to strengthen local capacities and ensure sustainable program implementation.
- Identify needs for capacity development and coordinate training initiatives related to program management, reporting, and compliance.
- Strategic Planning and Development:
- Contribute to the strategic planning process for SARD’s programs, ensuring alignment with the organization’s mission and the needs of the affected populations.
- Develop proposals and concept notes for new programs, focusing on areas such as livelihoods, early recovery, and cash-based interventions.
- Support the development of new partnerships and funding opportunities to expand SARD’s programming.
