The Position

Under general supervision, the Environmental Analyst assists in the development, implementation, and support of all airport noise and environmental related programs, including an Aircraft Noise and Operations Monitoring System (ANOMS). The Environmental Analyst investigates and responds to a variety of airport noise, environmental, and regulatory compliance issues requiring journey-level understanding of the appropriate laws, regulations, and/or best practices. Coordinates, tracks, and reports on environmental, technical, regulatory, and pollution prevention work. Provides superior customer service and educational information to the community and the general public regarding noise and environmental issues and develops professional relationships with the aviation community, the FAA, and authorities having jurisdiction (AHJ).

Primary Responsibilities/Essential Duties

Investigates and responds to citizen noise complaints, aircraft operations questions, and other community concerns, maintains documentation on complaints received, and actions taken in response.

  • Maintains and oversees the ANOMS which includes equipment, software, data, and web-based programs, including performing routine repairs and trouble-shooting activities.
  • Reviews ANOMS flight tracks and appropriately assigns aircraft to airports/runways based upon aircraft performance, destination, origin, and type of activity.
  • Use the ANOMS system to support noise, emissions, and operations monitoring and reporting requirements.
  • Creates an annual noise contour report for RNO.
  • Monitors contracts and agreements with consultants and vendors.
  • Reviews existing and proposed rules and regulations pertaining to aircraft noise and environmental compliance.
  • Reviews proposed changes to airspace procedures and/or flight paths, identifies changes that could negatively affect the surrounding communities, and recommends mitigation measures or other next steps.
  • Monitors and ensures Airport Authority’s compliance with all applicable environmental laws, regulations and regulatory agency and program requirements, maintains and reports on program activities and performance results, and assists in tracking program expenditures.
  • Performs environmental field investigative compliance work and special studies, conducts tenant environmental compliance investigations, and compiles and analyzes environmental data to recommend courses of action.
  • Acts as support staff to the RTAA Airport Sustainability Advisory Committee.

Knowledge & Abilities

  • Knowledge of Federal, State, and Local environmental laws and regulations governing and best practices pertaining to airport-related environmental issues including airport noise (ground noise, approach & departure noise, touch & go activity noise, and overflight noise). industrial and hazardous materials, regulated waste materials, spill management, air quality, water quality, water pollution control for ground and surface waters.
  • Knowledge of how Federal, State, and local laws, rules, and regulations affect airport operations, flight operations, and air traffic controls.
  • Knowledge of how flight procedures and flight characteristics of commercial and general aviation aircraft relate to and/or affect aircraft operations, noise/sound emissions, noise abatement procedures, and air quality.
  • Knowledge of monitoring instruments, software, and techniques to track and report on airport environmental, noise, emissions, and operational impacts including ANOMS, FAA AEDT, radar surveillance technology and equipment, and noise contour modeling.
  • Knowledge of monitoring instruments and techniques as applied to meeting environmental regulations and methods of taking water samples, performing field and laboratory tests and interpreting them.
  • Knowledge of regulations and policies governing airport noise mitigation and abatement including effective noise abatement materials, construction methods, and materials that provide acoustical benefits for residences and other noise sensitive buildings.
  • Skill to provide a high level of customer service to peers, partners, and members of the community, including exercising tact and diplomacy when dealing with community concerns and to deescalate emotionally charged situations.
  • Ability to monitor, track, and report on airline and general aviation aircraft pilot compliance with FAA, State, Local, and airport noise policies and regulations.
  • Ability to analyze utilization of existing and proposed flight track corridors and gates, to chart noise energy created by aircraft, and to evaluate proposed flight procedure changes.
  • Ability to draft detailed reports, including preparation of clear graphic charts and noise contour maps, using principles of editing and professional writing.
  • Ability to review proposed legislation on environmental and noise topics and to analyze potential impacts to the RNO and/or RTS.
  • Ability to interpret, explain, and apply laws, regulations, rules, policies, processes, and procedures related to environmental and noise issues to management, staff, and tenants.
  • Ability to keep abreast of and incorporate training regarding environmental and airport noise.
  • Ability to ensure the maintenance of all required files, records, and documentation.
  • Ability to train others on maintenance and use of ANOMS and other noise systems.
  • Ability to effectively investigate regulatory compliance in accordance with Federal, State, and Local laws and ordinances.
  • Ability to respond to industrial or hazardous waste spills, assess risks to the environment, and advise and coordinate clean up procedures.
  • Ability to meet with and coordinate environmental control programs with representatives of other public agencies and the public.
  • Ability to create educational, audience-specific presentations pertaining to environmental and airport noise issues.
  • Ability to prepare routine, recurring, and special reports for management.

Required Education / Experience

Bachelor’s Degree from an accredited college or university in environmental engineering, environmental science, planning, sustainability, or a related field.

Two years of demonstrated experience in an environmental regulatory or compliance program.

Preferred: Flight training background and/or current or expired recreational pilot, private pilot, or commercial pilot certificate / license.

Preferred: One year of program experience in noise abatement, airport sound insulation programs, sound measurement monitoring, and/or use of commercial airport noise and operations monitoring systems.

Required Licensing and/or Certifications

  • Possession of a valid Nevada Driver's License; ability to obtain and maintain eligibility to hold a Security Identification Display Area (SIDA) badge.
  • Ability to obtain and maintain eligibility to hold an Airport Non-Movement Area Driving badge.
  • Within a year of employment, ability to obtain and maintain proficiency in operating a commercial airport noise and operations monitoring system.
  • Within a year of employment, ability to obtain and maintain an EPA Method 9 Visible Emissions (Smoke) certificate.
  • Within a year of employment, ability to obtain and maintain a Class A Underground Storage Tank (UST) Operator certification, under NAC 459-97002.

Entry Salary: $65,147- $82,085 per year. Initial salary placement will be based upon experience and qualifications. This is an at-will position which is salaried and exempt from overtime.

Physical Requirements

Although most work responsibilities can be completed in a standard office environment, this position is required to respond to environmental spill and contamination sites, to conduct on-site environmental inspections of all airport and tenant owned facilities, and to provide physical escort for permit-related inspections at both airports. During these site-based activities:

Ability to remain in a stationary position for long periods of time, reach, bend, climb, lift, push, and pull items. Work is performed in an office environment and requires the ability to operate standard office equipment and keyboards. May have to lift items weighing 25lbs 2-3 times per year and traverse up to 1 mile approximately once a week. May be exposed to elements of weather when required to conduct on-site responses, on-site inspections, and/or physical escort at either airport. Exposure to heat, sun glare, smoke, cold, snow/ice, rain, uneven terrain, and wildlife is to be expected.
