Job Summary:
Primary responsibilities of the Redwood Renville Regional Solid Waste Authority (RRRSWA)/Landfill Operator are to perform the day-to-day functions of the Redwood-Renville Regional Material Recovery and Transfer Facility (RRMRF) (Redwood Falls location) and Demolition Landfill (located in Renville County). Responsible for all maintenance, repair and upkeep at the Redwood County Household Hazardous Waste (HHW) Facility, RRRSWA facility grounds and Renville County Demolition Landfill/HHW. Must have knowledge and ability to operate, repair and maintain all equipment such as conveyor, balers, electric motors, tractors, mowers, motor vehicles, and heavy equipment, such as skid loader, forklifts, Roll-off truck, bulldozer and payloader, to assure their longevity. This also includes other equipment (openers, blowers, exhaust systems, heating, ventilation and cooling systems, alarm systems and fuel distribution systems) and other small machinery for RRRSWA and Landfill.
Duties at the RRRSWA as an Operator includes collecting roll-off boxes on-site and from rural sites and transporting them back to the material recovery facility (MRF) for processing, collecting various items from on-site and city location and depositing for processing, baling and eventual loading of materials. Materials such as cardboard & paper materials are then forklift loaded into dry trailers. Scrap metal & tires are transported by roll-off to separate location. Assist customers (if needed) by removing materials from their vehicles, assist with scale operations in the absence of scale operator, assist with off-site public collections (appliance, tires, HHW, holiday bulbs), observe and remove contaminants from: recyclables, MSW, demolition debris, scrap metal, corrugated cardboard and shredded paper. being shipped to end users.
Duties as the landfill Operator requires an understanding of operating a truck weight scale, procedures on the acceptance and categorization of HHW, as well as removing prohibited items located within demolition materials, as well as compaction rates, elevations, correct sloping and air space to maximum landfill life, leachate pump operation, passive vents, test wells, and construction equipment operation.

Both Campuses:
- May be asked to perform offsite home and business demolition inspections to ensure federal and state regulated materials are not burned or buried but transported and disposed of in a safe and legal manner.
- Reads job orders, observes, and listens to equipment in operation to determine malfunction and plan work procedures.
- Changes and repairs tires, changes or recharges batteries, replaces clutches, brakes, electrical, electric motors, conveyors, hydraulics, and other parts in heavy equipment.
- Lubricates moving parts and drives. Repairs equipment to verify conformance to specifications.
- Performs all preventive maintenance work on vehicles and equipment.
- Operates loader, roll-off truck, skid loader, forklift, bulldozer, plow truck and other equipment.
- Accepts, categorizes and stores HHW as needed and prepares for collection or disposal of items such as used oil, bulbs, and batteries.
- Load and unloads trailers and empties (rural) drop boxes on site.
- Maintains bill of lading and load manifests and scale receipts as needed.
- Communicates effectively with the public to address questions relating to recycling, garbage, demolition and other materials.
- Organizes, maintains, monitors and delivers recycled mattress process.
- Operates and provides proper care and maintenance on all equipment.
- Welds, grinds, and cuts metal materials used onsite. Assists in developing specifications for new equipment.
- Researches and recommends services.
- Performs duties of scale operator and assist with other department functions as needed.
- Assess and determines safety condition of all equipment in facility.
- Operates gas and electric welders.
- Upkeep of RRRSWA Campus (Snow removal, mowing, fence and facility repairs).
Demolition Landfill:
- Inspects all demo loads to ensure that illegal wastes have been removed.
- Fills and compacts demolition material to reach correct elevations and maintain correct slopes according to plans.
- Maintains areas around landfill and closed landfill cells. Repairs and seeds existing fill cells and mow entire area, including steep slopes, and monitoring wells and vents as required by state law.
- Maintains tire waste site & metal collection areas.
- Maintains and understands pumps, switches and valves.
- Understands the workings and be able to fix and maintain, test wells, gas vents, alarm systems, etc.
- Notifies supervisor of the leachate level and recommend its hauling.
- Assist with the completion of monthly inspection and reports of the landfill (including rainfall, HHW participants).
- Upon completion of Type II Landfill Certification, may be asked to inspect buildings to be demolished to ensure all hazards and prohibited materials are removed and properly disposed.
- Verifies cash and checks for weekly deposits.
- Contacts, coordinates and assists in the transportation/disposal of household hazardous waste material.

External Interactions With: Suppliers, equipment vendors, electricians, private contractors/haulers, business owners, landfill contractors, water testing company, landfill engineering firms, leachate haulers, heavy equipment companies, tire recycling companies, scrap metal yards, other Government Agencies e.g., Minnesota Pollution Control Agency, townships, and the public. Other Counties, Cities, Elected Officials, and a variety of State and Federal Departments as well as solid waste haulers.
Qualification Requirements:

Education and Experience:
Associate degree from two-year college in diesel mechanic, or other relevant degree, and/or two (2) years of related experience and/or training in heavy equipment operation.
Language Skills:
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before customers.
Mathematical and Computer Skills:
Ability to calculate figures and amounts such as proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. Basic computer skills used for developing specification and parts inventory.
Reasoning Ability:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form and make decisions on needs and services to be done based on demands and time.
Certification, Licenses, Registration Required:
Must have a Class B Driver’s License.
Have or be able to obtain a forklift operator’s license within three months of employment.
Must complete the following courses and certification within six months of hire and keep current on certifications each year.
- Household Hazardous Waste Certified & annual 8-hour refresher
- Type II Landfill Operator Certification & 18 hours of training every three years
Other Skills and Abilities:
Ability to operate all equipment. May be asked to investigate an alarm systems notification at either facility after working hours. Must possess the ability to deal with difficult customers in a calm manner. May need to adjust work schedule on short notice. Must have ability, knowledge and skill to operate heavy equipment on steep slopes in all kinds of weather conditions,

Position requires working with the public when under stress; this can result in adversarial situations that require the utmost use of interpersonal skills in defusing the situation.
