Regular, Full-Time, RCUH Non-Civil Service position with the School of Ocean and Earth Science and Technology (SOEST), Cooperative Institute for Marine and Atmospheric Research (CIMAR), located at the National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC) in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY RANGE: $4,983 - $5,400/Mon.
DUTIES: Provides advanced programming and analytical support for coral reef ecosystem monitoring and research, fisheries management, fisheries stock assessment, and oceanographic research. Results from these activities will be published formally and via the Internet. Designs, develops, tests, implements, and documents computer procedures, application programs, which ensure the integrity, accessibility, timeliness, and usability of the research data generated or collected by the Division. Designs, develops, tests, implements, and documents database management systems for the Division’s datasets, computer programs, and scripts to produce user-friendly graphical interfaces for relational databases. Develops scalable tools and database management applications for the collection, capture, manipulation, integration, maintenance, and dissemination of data, in both raw and summarized form, for internal and public use via a local area network and the internet utilizing a variety of programming tools and skills.
PRIMARY QUALIFICATIONS:
EDUCATION
Bachelor’s Degree from an accredited four (4) year college or university in Computer, Physical, or Biological Science; Mathematics; Statistics; or Engineering.
EXPERIENCE
One to three (1-3) years of professional work experience utilizing state-of-the-art programming languages, scripts, and editors in both the UNIX/Linux and personal computer environments including one to three (1-3) years of professional work experience in the design, development, and support of relational database applications with client/server databases, including enterprise-wide database management systems, and web applications and graphical user interfaces for relational databases, as well as operational experience with creating and integrating external modules within an application for data analysis and visualization; developing geospatial map-serving applications; in the primary data management functional areas of data collection, data capture, data processing, data maintenance, data archival, and data dissemination; with metadata procedures, data integration, data manipulation, data parsing, and data auditing; and with managing large scientific data sets, including geographic and time series data.
KNOWLEDGE
Significant working knowledge of relational database management software, such as ORACLE, MySQL, or Microsoft (MS) Access. Significant working knowledge of dynamic Web tools, such as Oracle Application Express (APEX), PHP, Python, Common Gateway Interface (CGI) and Hypertext Markup Language (HTML). Working knowledge of C/C and Procedural Language/Structured Query Language (PL/SQL) or their equivalent.
ABILITIES & SKILLS
Must be able to meet and maintain the United States Department of Commerce (DOC) and National Oceanic and Atmospheric Administration (NOAA) security requirements to access work location. Must be a U.S. Citizen or Permanent Resident Alien. Demonstrated skills in providing advanced scientific programming support using tools such as Java, Python, shell script, SQL languages, and database form and report generators. Ability to develop database applications and web applications in LINUX/UNIX and PC environments. Ability to integrate both raw and summarized data in client/server databases with statistical, Geographic Information System (GIS), and visualization software/tools. Ability to translate end-user requirements into tangible design specifications. Ability to , which includes independently planning, organizing, and implementing projects to meet programmatic requirements and objectives within schedule, setting priorities and coordinating multiple tasks with frequent and tight deadlines. . Must be able to meet U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) security requirements for working in a Federal facility, which includes being fingerprinted and having a Federal background check performed prior to date of hire and maintained throughout duration of employment. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.
PHYSICAL/MEDICAL DEMANDS
Ability to install and configure computer-related equipment and instrumentation in ocean-going research vessels. Comfortable with working in small and confined areas. Able to lift up to thirty-five (35) pounds. Able to negotiate stepladders, narrow ship passageways, and access ports. Must be able to obtain NOAA Medical Clearance for embarking/working on NOAA research vessels or other appropriate vessels, which includes providing proof of required immunizations and/or obtaining the necessary immunizations as required by NOAA Aviation and Marine Operations, and maintain throughout duration of employment.

SECONDARY QUALIFICATIONS:
Experience with image catalogs and spatial data objects. Experience with Python, Avenue, or Visual Basic for Applications (VBA) programming language. Experience with advanced software tools for statistical analysis and data visualization. Experience using routine statistical procedures to perform data analyses, including interpretation of results. Understanding of artificial intelligence technologies. Familiarity with the data management needs and requirements of ocean-related research and marine ecosystem studies. Desire to contribute to the conservation and sustainable management of living marine resources and protected species.
