WATERSHED PROTECTION SUPPORT TECHNICIAN – ID# 225224.

(4) Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), Waianae Mountains Watershed Partnership (WMWP), located in Makakilo, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

MONTHLY SALARY: $4,071/Mon.

DUTIES: Conducts alien plant monitoring, survey and control (using mechanical or chemical techniques) in Waianae Mountains Watershed Partnership (WMWP) management areas. Surveys, records, and maps locations of monitoring transects for alien plants. Responsible for safe handling, storage, and clean-up of herbicides. Drives project vehicles and works in and around helicopters for fieldwork. Will rappel on a monthly basis.Identifies native plants and animals and records information about their location and abundance in WMWP management areas. Surveys and collects native plant seed/propagules for propagation. Propagates and transplants native species in WMWP nurseries, and outplants in designated sites. Constructs ungulate proof fences, performs inspections of existing fences, conducts repair work, and maintenance brushing. Collects Global Positioning System (GPS) and field data and reports animal ingress and egress, vandalism, need for major repairs. Conducts feral ungulate and predator control and monitoring activities. Surveys ungulate activity monitoring transects for animal sign and location, conducts trapping. Provides summaries and analysis of all field and nursery data. Enters field data into multiple databases, including conventional Geographic Information System (GIS) software. Maintains watershed partnership equipment, field gear, facilities, and communication systems.

PRIMARY QUALIFICATIONS:

EDUCATION

Bachelor’s Degree from an accredited four (4) year college or university in Natural Resource Management, Conservation, Environmental Science, Biological Sciences, or a related field. (High School Diploma or G.E.D. equivalent and an additional four (4) years of related natural resources/conservation work may substitute for a Bachelor’s Degree.).

EXPERIENCE

Up to one (0-1) year of work experience with biological resources, conservation planning, or natural resource management in Hawai‘i. Experience needs to be well-documented and acquired under the employment of an academic institution, governmental agency, private company, non-profit organization in the appropriate field.

KNOWLEDGE

Knowledge of herbicide use and weed control techniques. Knowledge of or expertise in vegetation, rare plant, or stream monitoring techniques and data collection. Knowledge of Hawaiian flora and fauna.

ABILITIES & SKILLS

Ability to use GPS unit, altimeter, compass, maps, hand tools, fence building tools, and power tools and equipment (chainsaw, auger, rock drill, generator, etc.). Ability to use word processing, database, and spreadsheet programs. Ability to identify common native Hawaiian and alien flora and fauna. Ability to communicate well both orally and in writing. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Must be able to drive a 4-wheel drive vehicle with manual transmission to drive to field sites. : Must be able to pass a post offer criminal background check. Must be able to pass a DoD security check for employment as a Navy contractor. Must possess Certification in First Aid/CPR (or be able to obtain and maintain the certificate following the training provided within three (3) months from date of hire and maintain throughout duration of employment). Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals. Must be able to complete basic helicopter safety course within twelve (12) months from date of hire. Must be able to complete rappelling training within twelve (12) months from date of hire. Must be able to complete chainsaw training within twelve (12) months of from date of hire.

PHYSICAL/MEDICAL DEMANDS

Ability to hike and camp in remote areas and steep rugged terrain under inclement weather conditions for up to four (4) consecutive days. Able to backpack and lift and carry up to fifty (50) pounds unassisted.

POLICY/REGULATORY REQUIREMENT

SECONDARY QUALIFICATIONS:

Knowledge of island ecosystem processes and incipient alien plant and animal invasions. Experience conducting biological surveys within the Waianae Mountains. Previous experience monitoring and mapping vegetation and stream resources. Experience propagating and outplanting native Hawaiian and agroforestry plants. Familiarity with database (MS Access) and GIS (Arcview) and GPS (Garmin) systems. Previous fence building or construction experience.
