Deputy Director of Children's Services NYC Field Office

Full-Time Annual Salary Range : $ 112,451- $ 133,975
The Research Foundation for Mental Hygiene, Inc. (RFMH) is currently recruiting to fill Deputy Director of Children's Services, position in the New York City Field Office of New York State Office of Mental Health (OMH). The incumbent will be assigned to the Children's Unit within New York City Field Office.
The Children's Services Unit at the NYC field office is responsible for oversight of residential programs that serve youth with serious emotional disturbance, from ages 5-21. This includes oversight and management of admissions and discharges of our residential treatment facilities, child and adolescent community residences, and crisis residence. The children's unit works in collaboration with CSPOA and the services that are accessed through CSPOA. The children's unit is responsible for providing trainings to various ACS divisions, foster care agencies on the child serving mental health system of New York City. The unit also provides technical assistance and oversight of school based mental health programs and expansion efforts, Children and Family Treatment Support Services, program oversight and licensing efforts. The unit provides resolutions for parent / provider concerns. The children's team works with our hospital system when youth are unable to be discharged due to the youth's needs for OPWDD services. The children's unit is involved in collaborative efforts with other city and state agencies to address the gaps in services within the system and to address the needs of youth who have cross system involvements.
RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO :
- Work synergistically and report to the New York City Field Office Director of Children's Services.
- Provide recommendations to Field Office Director of Children's Services concerning program development, improvement, viability, and potential impacts to access as it pertains to service delivery for children.
- Liaison to ACS / Foster Care Asst. Commissioner's / MHCU for youth aging out of foster care with SMI. Provide technical assistance with HRA Pop C housing under OMH for this group.
- Strategize where there are barriers to admission to OMH supportive housing and assist with youth under ACS care who are returning from Rikers and need community housing / resources.
- Youth ACT Oversight, since inception, oversight of each borough's team, 36-28 slot teams. Bi-weekly calls with Central Office to monitor census, engagement, barriers, flow, referral sources.
- Work directly with foster care agencies that are trying to house youth aging out of foster care with SMI.
- Provide trainings on NYC's child serving mental health systems and resources, the housing process for young adults aging out of foster care or coming out of DOE / OMH residential. Presentations to foster care providers, ACS staff, DOE staff, public psychiatry medical residents / NYU.
- Represent OMH at Meetings om task forces with external agencies, mental health advocacy groups and trade organizations.
- Liaison to NYC Field Office Consumer Concerns Department for parent / child / young adult, Everest Concerns and cold calls that come directly to NYC Field Office. Management and resolution of these concerns.
- NYCCC liaison / bi-monthly meetings with Executive Staff of NYCCC, admission trends, discharge issues, data updates regarding state / op initiatives.
- Liaison to DOE / nonpublic out of state youth / schools and youth returning to NYC in need of services and housing.
- Participate with DOHMH / Licensing CPAR and EzPar reviews for new and expanding children's services and. Participate in licensing reviews of children's licensed programs, clinic, residential, CFTSS, youth ACT.
- Review work plans for fiscal concerning children's services.
- Participate in the weekly Complex Care Committee, NYC Field Office meeting.
- Facilitate Quarterly Young Adult Housing Provider Meetings.
- Manage and supervise the Children's Unit staff and activities; provide guidance and resolve problems; establish work schedules and prioritize assignments as needed.
