Job Title: Special Assistant for the Executive Deputy Commissioner

Salary Grade: 20

Salary Range: $71,613- $72,190 annually

(Includes Location Pay)


The Research Foundation for Mental Hygiene, Inc. is seeking one (1) qualified candidate to fill the full-time position of Special Assistant for the Executive Deputy Commissioner.

Established in 1805, the New York City Department of Health and Mental Hygiene (the NYC Health Department) is the oldest and largest health department in the country. We serve as the population health strategist, and policy, and planning authority for the City of New York, while also having a vast impact on national and international public policy, including programs and services focused on food and nutrition, anti-tobacco support, chronic disease prevention, HIV/AIDS treatment, family and child health, environmental health, mental health, and racial and social justice work, among others. Our Agency's five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are: 1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a "response-ready" organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods 3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness 4) Reduce black maternal mortality and make New York a model city for women's health 5) Mobilize against and combat the health impacts of climate change.

The Division of Mental Hygiene is comprised of six bureaus and two offices that apply public health, racial justice, and health equity approaches to policy, programs, and provider oversight related to mental health, substance use, intellectual and developmental disabilities, children and families, and health promotion of people impacted by the criminal legal system. The Office of the Executive Deputy Commissioner (EDC) is responsible for leadership and coordination across the Division.

Job Description:

Reporting to the Executive Director of Programs and Operations and supporting the Executive Deputy Commissioner for Mental Hygiene, the Special Assistant will:

  • Develop and present reports, briefings, proposals, position statements, and presentations for internal and external distribution at the direction of the Executive Deputy Commissioner
  • Manage agenda setting, note taking, and follow up processes for leadership meetings
  • Prepare talking points and presentations for EDCinternal and external meetings
  • Manage Divisional communications on behalf of EDC office, including email and all- divisional meetings
  • Assist EDC in meeting preparation and travel
  • Serve as divisional liaison to complete trackers and performance indicators
  • Assist with responding to requests from Commissioner's Office and City Hall as assigned
  • Participate in special projects and workgroups as assigned
  • Perform other duties as assigned

Minimum Qualifications:

  • A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological, or environmental science or in public health with one (1) year of responsible full-time experience in an appropriate field of specialization. or
  • A bachelor's degree from an accredited college or university with a specialization in an appropriate field of physical, biological, or environmental science or in public health with two (2) years of responsible full-time experience in an appropriate field of specialization.

Remote Work Policy: DOHMH employees working through RFMH are allowed a Hybrid option post training and onboarding.
