Cognito Systems LLC is seeking a highly motivated and experienced IT Consultant to provide strategic IT consulting services to enhance, build out, and upgrade the airport's computer-based IT systems and networks that support the technology requirements of the Norfolk Airport Authority. The IT Consultant will be responsible for analyzing, planning, and delivering solutions that enhance the Authority’s IT systems and align with its business objectives. This role requires a strong understanding of IT infrastructure, design, technology integration, long-term IT planning for high-traffic, complex environments like airports, project management principles, and excellent communication and stakeholder management skills. The consultant will work closely with the Authority's internal teams and leadership to identify needs, develop strategies, and ensure the successful implementation of IT initiatives.

Essential Job Functions and Responsibilities:

• IT Systems and Infrastructure Analysis:
  • Conduct comprehensive reviews and assessments of the Authority’s existing IT systems, infrastructure (including network, hardware, software, and cloud services), and IT processes.
  • Evaluate systems for performance, scalability, security, and compliance.
  • Perform thorough gap analyses to identify current shortcomings, vulnerabilities, and areas for improvement.
  • Document findings, assessments, and recommendations in clear and concise reports, highlighting both immediate needs and long-term strategic opportunities.
• Feasibility Assessment:
  • Evaluate the technical, financial, and operational feasibility of proposed IT solutions.
  • Identify potential risks, challenges, and constraints associated with proposed solutions.
  • Develop mitigation strategies and provide recommendations to optimize project outcomes and minimize risks.
• Business Objectives and IT Needs Alignment:
  • Collaborate closely with the Authority’s leadership and key stakeholders to gain a deep understanding of their business objectives, challenges, and strategic goals.
  • Analyze current and future IT needs in the context of these business objectives.
  • Align IT recommendations with industry best practices, emerging technologies, and the specific requirements of an airport environment.
• IT Strategy and Roadmap Development:
  • Work collaboratively with stakeholders to define clear IT goals, objectives, and long-term strategies that support the Authority’s overall vision.
  • Develop a comprehensive IT roadmap outlining key initiatives, milestones, deliverables, timelines, and performance indicators to track progress.
  • Provide strategic guidance on the adoption and integration of emerging technologies to enhance operational efficiency, security, passenger experience, and competitiveness.
• Project Scope Definition:
  • Clearly define the scope, objectives, and deliverables of IT projects, ensuring alignment with the Authority’s business requirements and the IT roadmap.
  • Develop detailed project timelines, budgets, and resource allocation plans to facilitate effective project execution.
• Internal Team Collaboration:
  • Coordinate effectively with the Authority’s internal IT teams and other departments to ensure the availability of necessary resources, infrastructure, and expertise for project completion.
  • Facilitate seamless collaboration and communication between different departments to ensure the successful integration of new systems and technologies with existing workflows.
• Stakeholder Engagement and Feedback:
  • Conduct regular progress meetings with stakeholders to communicate project status, monitor milestones, address concerns, and gather valuable input.
  • Organize individual meetings with employees and end-users to understand their specific needs, requirements, and challenges related to current and proposed IT systems.
  • Actively incorporate feedback from the Authority and internal teams to refine processes, deliverables, and ensure user adoption during all project phases.
• Research and Recommendations:
  • Continuously monitor industry trends, emerging technologies, and innovative solutions relevant to the airport and aviation sectors.
  • Evaluate and recommend software, hardware, infrastructure upgrades, and other IT solutions tailored to the Authority’s specific operational needs and budget.
• Training and End-User Support:
  • Develop and deliver effective training programs for employees and end-users to ensure the successful adoption and utilization of new IT systems and technologies.
  • Provide timely and efficient on-site and remote support to address technical issues and user inquiries during and after the implementation phase.
• Comprehensive Documentation:
  • Prepare and deliver a comprehensive IT Master Plan outlining the overall IT strategy, system architecture, and planned implementation phases.
  • Develop clear, concise, and accessible user manuals, system guides, and maintenance protocols to facilitate future use, troubleshooting, and upgrades by both technical and non-technical personnel.
  • Ensure all project-related documentation is well-organized and readily available.
• Progress Monitoring and Reporting:
  • Regularly track and report on project progress against the established roadmap, timelines, and defined milestones.
  • Proactively identify potential bottlenecks, delays, or risks and recommend effective corrective actions to ensure projects remain on schedule and within budget.
• Testing and Quality Assurance:
  • Plan and conduct thorough testing of new IT systems and solutions to ensure they meet agreed-upon performance, reliability, and security standards.
  • Facilitate and support user acceptance testing (UAT) with relevant stakeholders to confirm the system’s usability, functionality, and effectiveness in meeting business requirements.

Qualifications:

• Education: Bachelor’s degree in Information Technology, Computer Science, or a related field.
• Minimum of 5-7 years of experience working as an IT Consultant or in a similar role with increasing responsibility.
• Proven experience in analyzing complex IT systems and infrastructure.
• Demonstrated ability to develop IT strategies, roadmaps, and project plans aligned with business objectives.
• Strong understanding of network infrastructure, cybersecurity principles, software applications, and hardware systems.
• Experience with cloud technologies and their application in a business environment.
• Excellent analytical, problem-solving, and decision-making skills.
• Exceptional communication, presentation, and interpersonal skills, with the ability to effectively interact with technical and non-technical stakeholders at all levels.
• Proven ability to facilitate meetings, gather requirements, and manage stakeholder expectations.
• Strong project management skills, including the ability to define scope, manage timelines, and track progress.
• Experience in developing and delivering training programs and providing end-user support.
• Ability to work independently and collaboratively within a team environment.
• Familiarity with the aviation industry and airport operations is a plus.
• Relevant certifications (e.g., ITIL, PMP, security certifications) are a plus.
• Citizenship: U.S. citizenship (copy of birth certificate or naturalization papers)
• Credentialing: Current physical and immunizations
• Ability to pass background check and drug screen.
