CONTRACTS MANAGER
Resonant Sciences LLC has an immediate opening for a Contracts Manager to join our Beavercreek, Ohio team. The position provides an opportunity to join an elite team and enhance the performance and profitability of an organization whose primary mission is to support our nation's War Fighters. The candidate for this position shall be a self-starter who can work independently, with little guidance, operating within their supervisor’s intent. They should be a leader capable of working cooperatively with teams of all sizes and with multiple interdependent groups towards a common goal. To effectively interact and correspond with our customers, the candidate must be a quick learner, capable of understanding complex contractual language. They should also have an appropriate level of contracts management, business, commercial and FAR/DFARs regulations acumen required to effectively formulate business strategies, answer regulatory questions, and solve issues as they arise.
DUTIES AND RESPONSIBILITIES:
- Point of contact for the customer on all assigned contractual matters.
- Provides coordination with other departments as necessary in the preparation of responses to customer correspondence and other requests.
- Maintains close, professional interface with internal and external personnel (technical, administrative, and business).
- Reviews RFP requirements for contract risk, recommends appropriate exceptions/fallback positions accordingly to leadership for review.
- Oversee proposal submissions, ensuring the submission content is compliant and meets company standards.
- Develop, in conjunction with the leadership team, written negotiation strategies for all new awards and contract change activity.
- Perform other duties, as assigned.
QUALIFICATIONS:
- Bachelor’s Degree in a related field of study plus 6 years relevant contracting experience OR Master’s/Juris Doctorate degree plus 5 years relevant contracting experience.
- Thorough working knowledge of Microsoft desktop software (Word, Excel, PowerPoint, Project) is required.
- Strong knowledge of FARs/DFARs regulations, commercial and DoD Policies.
- Strong knowledge of all contract types and terms and conditions.
- Ability to problem solve - applying originality, creativity, and innovation.
- Strong skills to plan, organize, multi-task, prioritize, and execute assigned workload to meet multiple deadlines.
- Collaborate effectively with co-workers; work with other departments and management (both within Resonant Sciences and with the customer) in a professional manner.
- Ability to lead others in team building, conflict resolution, motivation, leadership, and risk management.
- Strong communication skills both verbally and in writing.
- Ability to read, analyze, comprehend, and communicate to the team complex contracts, terms, conditions, and regulations.
- Ability to lead program in customer negotiations and negotiate win-win solutions.
- Ability to develop and maintain good working relationships with all customers and contractors.
- Previous experience working as a Contracting Officer with the Dept. of Defense.
- Occasional travel will be required.
PREFERRED QUALIFICATIONS:
- Strong knowledge of government and commercial contracting practices and regulations.
- Previous experience working with highly sensitive/classified programs.
- Experience working export control issues (EAR/ITAR).
- Current/active Top Secret Security Clearance.
CITIZENSHIP/SECURITY CLEARANCE:
- U.S. Citizenship required. Secret security clearance is required with the ability to obtain a Top Secret if needed.
