Resources for Human Development (RHD) is seeking an experienced leader of IDD and Healthcare services for our Chief Program Officer opportunity.

The Chief Program Officer (CPO) will serve as a member of the Executive Team. The CPO provides leadership and subject matter expertise towards the development of business strategy.   In collaboration with the CEO and the Executive Team, the CPO will implement and periodically reevaluate the extent and degree to which RHD is satisfying its strategic objectives.   The CPO will oversee and support a team who have financial, strategic, and operational responsibility for service lines and regions and who is accountable for the programmatic quality, regulatory integrity, employee satisfaction, values-based culture, and financial success of the service lines.  The CPO will establish, build, deepen, and maintain critical relationships with the government, managed care organizations, professional associations, and other internal and external stakeholders in partnership with the CEO, EVPs, and other leadership within RHD. This position will require between 25-50% travel throughout RHD's organization.

Essential Duties and Functions:
Leadership, Staff Management, and Organizational Strategy:
  • Provides values-based supervision, support, and guidance to direct reports; identifies and creates leadership and professional development opportunities for direct reports
  • Promotes and supports a working environment, including throughout the service lines, that is consistent with the culture of RHD and RHD Values
  • Works collaboratively to establish service line/area-specific goals and objectives that are aligned with corporate strategic objectives, and tracks results against these goals.
  • Partners with the CEO and Executive Team to oversee, coordinate, and implement the strategic plan, as well as develop and implement new initiatives that reflect the organization’s mission and goals.

Service line Oversight and Evaluation:
  • Works in conjunction with leadership to establish and monitor key service line performance objectives, outcomes, and goals to ensure the delivery of high-quality and financially responsible services.
  • Works closely with CFO to monitor service line operating results to ensure sound fiscal and system management.
  • Coordinates, analyzes, and shares with the Executive Team the appropriate data to inform the corporate programmatic and operational decision-making process
  • Leads a diverse team of service delivery experts in an assessment protocol to determine the feasibility and sustainability of programs as well as lead to more effective and efficient service delivery.

Quality Assurance:
  • Provides organizational-wide guidance and direction on high-quality service delivery
  • Works collaboratively with leadership to establish and maintain Standards of Care that result in high-quality service
  • Establishes and maintains a culture of Continuous Quality Improvement through establishing and monitoring Continuous Quality Improvement Plans
  • Ensures organizational wide compliance with laws, regulations, and other requirements associated with high-quality service delivery

Business Development:
  • Positions the organization for future and current success collaboratively with EVP and VP of Business Development through an understanding of the service line relationship to its environment and the emerging internal and external forces affecting the organization
  • In collaboration with others, serves as liaison to key government agencies, managed care organizations, and other external stakeholders
  • Represents RHD and RHD CEO on relevant committees and task forces, as well as at speaking engagements, conference panels, and training
  • Remains current and provides insight to RHD and Executive Team on trends in the service line industry, through frequent external analysis and needs assessment.

Qualifications
  • Current executive/officer with 20 years of experience managing programs and systems in human service organizations, with integrated healthcare experience a plus.
  • Including a minimum of 10 years of supervisory and leadership experience. 
  • Minimum qualifications include a bachelor’s degree (Master’s preferred)
  • Passion for high-quality service and positive social impact
  • Demonstrated strategic, analytical, and creative thinking
  • Demonstrated skills in the programmatic and financial management of human service business units; including demonstrated competency in the use of technology, data, and KPIs in leadership and management
  • Demonstrated ability to develop new business and marketing services for new audiences
  • Excellent communication skills (written and oral) with the ability to engage and work collaboratively with diverse groups of people
  • Excellent listening, relationship-building, collaboration, and conflict-management skills
  • Demonstrated skills in organizational leadership and management with the ability to coach and develop staff, create and lead high-performance teams, set and achieve strategic objectives, and manage financial and high-quality service-delivery objectives
