GENERAL DESCRIPTION / PURPOSE
The Grant Services Finance Manager is responsible for providing accounting, budgetary, operational, and compliance oversight of community grants funded, and programmatic support to all agency programs and activities. This includes budget management, staff supervision, capacity building, grants / contract compliance, and performance management of all community programs, including multiple partner sites, and mobile outreach.
JOB RESPONSIBILITIES
- Develop budgets for the agency, individual programs, and new / proposed / expanded services, including preparing budget revisions as needed.
- Prepare, analyze, and present monthly financial reports for the agency, its programs, and activities.
- Oversee and review the preparation of all program financial reporting required for funding sources.
- Manage the Billing, Accounts receivable, and Accounts payables functions / staff and the integration of billing information from the Apricot Record system into the accounting system.
- Assist the Controller with special projects as needed.
- Manages all pre- and post-award grants and contracts across all program operations.
- Dual position as Claims Administrator for T3C by maintaining cost reporting, reviewing documents, and ensuring compliance.
- Oversees all aspects of grant reporting submissions including the identification, preparation, submission, tracking, and reporting.
o Develop reports on program performance for the Chief Operating Officer and assist with uploading reports into the grant portals with a high level of accuracy and detail.
o Ensure program compliance with policies, procedures, and performance outcomes established by funders, accrediting bodies, and RCSA.
o Review the specific requirements outlined in the grants, contracts, and RCSA practices related to conducting surveys for community programs. This includes regulatory environments at the federal and state level.
Create and implement policies and procedures as well as standard operating procedures for team members and management to understand the pre and post-award process of the grants and contracts awarded.
REQUIRED QUALIFICATIONS
Must be 21 years of age or older and have favorable findings on background checks to include the Texas Department of Public Safety, Texas Department of Health, and Texas Department of Family and Protective Services criminal record checks and negative drug test and negative TB test.
Finance Manager shall have the following qualifications :
Experience developing and maintaining relationships with diverse community partners including community agencies.
Experience in planning, prioritizing, and organizing a complex workload in a diverse community.
