GENERAL DESCRIPTION / PURPOSE

The Quality Improvement Specialist is responsible for the quality improvement of day-to-day operations of the shelters within the Residential Services Department. The Quality Improvement Specialist communicates with the Director of Residential Services daily, keeping them informed of site / team member issues. This position works with the Program Team to make certain all team members and childcare practices follow Respite Care of San Antonio (RCSA) licensed and contract entities.

The Quality Improvement Specialist fills a critical role within the leadership structure of the program, developing professional relationships with the staff that facilitate teamwork, growth, and quality of services. The position is responsible for ensuring high-quality residential services to enhance the mission of the program. The Quality Improvement Specialist works to ensure every child in care is in a safe, stable, nurturing, and predictable environment so he / she can reach their fullest potential. The Quality Improvement Specialist works to ensure that team members are supported with the necessary resources and training to fulfill their job responsibilities in a safe manner.

JOB RESPONSIBILITIES

  • Support and provide training and learning opportunities for team members in collaboration with Human Resources department, Clinical Department, and Operations department concerning topics related to operations, Trauma Informed Care, Treatment Model, and wellness / resilience.
  • Lead the Continuous Quality Improvement process and ensure compliance with all required components.
  • Conduct all residential hiring and onboarding process
  • Create a high-performing team culture, supported through :

o Meeting with team members to conduct daily check-ins; monthly all team member meetings allowing the opportunity for team members to submit ideas or share good practices, and recognition of outstanding team members.

o Proctor biweekly Shift Supervisor meetings to review operational performance, address challenges, align on goals, and support supervisors in maintaining effective team and program management.

o Be an active member of the social and retention committee in collaboration with the Human Resources Department.

o Collaborate with Human Resource Director and Program Director to ensure team member compliance in accordance with all regulating bodies.

Oversee and manage collaboratively with the Case Managers and Medical Liaison, efficient and up to date communication with team members concerning shift coverage, field trips, children’s family visits, and therapist appointments.

o Provide input and support the Shift Supervisor’s evaluations of team members and disciplinary actions.

o Provide professional consultations to the team members on identified areas of improvement, in collaboration with the Shift Supervisor and Human Resources Department.

o Work collaboratively with the Shift Supervisors to ensure homes run as a loving, caring, and nurturing environment.

o Assist the team members and Shift Supervisors in maintaining emotional control under stressful conditions.

  • Support overall operations, to include :
  • o Creation and oversight of shifts and schedules for residential respite programs. This includes handling time off requests and call-ins to ensure ratio coverage.

    o Coordinate logistics of transportation for medical appointments and field trips with Case Managers, Medical Liaison, and Shift Supervisors.

    o Work with the Residential Services Case Managers to manage and plan activities that are developmentally and culturally appropriate for all the children in care.

    o Support team members and Shift Supervisors to ensure day to day tasks get completed timely, effectively, and efficiently.

    o Assist the cook with planning and preparing the monthly menu to ensure it meets program requirements and the needs of the children in care.

    o Inventory and order program supplies from vendors such as Labatt, Sam's Club, Amazon, and Ace Mart to ensure facilities have what they need to function effectively.

    o Manage the clothing and supply needs of all the children in care.

    o Manage the submissions for requests of clothing into San Antonio Threads and Togs for Tots.

    o Assist in special events for children and team members.

    o Assist with and review fire and disaster drills to ensure compliance in accordance with TDFPS MS.

    o Assist the Case Managers with intakes and discharges of children as needed.

    o Ensure accuracy of incident reports, contact notes, behavior logs, work orders and supply requests and that they are completed in a timely manner for Case Manager’s files.

    o Meet with team members to ensure continuity of agency mission and services. Visit sites, complete monitoring, document and submit reports to the Treatment Director.

    o Conduct a daily walkthrough of residential homes to ensure compliance with Texas Department of Family Protective Services (TDFPS) Minimum Standards (MS).

    o Work collaboratively with the Facilities Maintenance Assistant regarding the needs of each facility and submit any necessary work orders and ensure closure of any work orders.

    Facilitate the modification of activities for children with disabilities to ensure full participation (seek guidance from Case Manager or Director when needed).

    o Report all serious incidents / emergencies (require medical attention or facility emergency) to Program Director.

    o Report suspected abuse and neglect to the Texas Department of Family and Protective Services.

    o Perform any special duties and comprehensive administrative support for Treatment Director

  • Serve as an essential leader to the overall success of Respite Care of San Antonio, to include :
  • o Participating in on-call rotation which allows for a work-life balance for the entire program team.

    o Ability to perform all duties of direct care providers, counting as supervision ratio, when needed.

    o Act as a community liaison to external vendors pertaining to the operations of the residential homes, i.e., San Antonio Food Bank

    REQUIRED QUALIFICATIONS

    Must be 21 years of age or older and have favorable findings on background checks to include the Texas Department of Public Safety, Texas Department of Health, and Texas Department of Family and Protective Services criminal record checks and negative drug test and negative TB test.

    High School Diploma or equivalent required, associate degree or higher education preferred

    Minimum two years’ experience in a supervisory role and minimum five years related experience.

    Valid driver’s license and reliable transportation.
