Job Summary

We are seeking a highly skilled and experienced Director of Affordable Housing to join our team. The candidate will be responsible for driving and shaping our affordable department and ensuring that our affordable housing properties comply with all applicable regulations and guidelines. This will involve working closely with property managers, regional managers, compliance specialists, and other stakeholders to develop and implement compliance strategies, monitor compliance performance, and prepare reports for regulatory agencies.

Requirements/Qualifications

  • Bachelor's degree in a related field or equivalent work experience
  • 6 years of experience in affordable housing compliance management.
  • HCCP certification required. COS or TCS certification (preferred)
  • Excellent knowledge of affordable housing regulations and guidelines, including LIHTC, RAD Multifamily, HUD, and HOME programs, Fair Housing.
  • A deep sense of community awareness and a determination to make improvements
  • Proven ability to build trust with members of a community with different backgrounds, motivations, and concerns in order to obtain information and solve problems
  • Exceptional organizational skills and attention to detail
  • Strong analytical skills and ability to review complex regulatory documents
  • Unquestionable integrity and ethics
  • Excellent written and verbal communication skills
  • Proficient in Microsoft Office Suite, Google Suite, and other relevant software programs.

What You'll Do

  • Lead a team of employees to facilitate compliance process implementation
  • Develop and implement affordable housing compliance strategies in accordance with all applicable regulations and guidelines at federal, state and county-level regulations.
  • Ensure that all affordable housing properties are in compliance with local, state, and federal regulations, including but not limited to, LIHTC, HUD, and PFC and HFC program conversions.
  • Prepare reports for regulatory agencies and respond to inquiries as needed
  • Collaborate with legal and finance departments to ensure that all regulatory requirements are met and adhered to.
  • Monitor compliance performance by conducting periodic audits and reviewing property performance data.
  • Participate in file audits to confirm compliance with program requirements including rent limits, income limits, other eligibility and lease requirements including assuring that overall backup documentation is in place to confirm resident eligibility at the communities in the portfolio
  • Act as EIV Coordinator and TRACS Administrator
  • Handle MOR, NSPIRE, UPCS, and state audit preparation and responses timely and accurately to avoid an uncorrected 8823
  • Work with Training Department and develop content to train property management staff on compliance requirements and best practices
  • Perform updates as needed to utility allowances, compliance entries in database and compliance forms.
  • Collaborate with marketing and creating ways to efficiently fill available lower-income units with high-quality tenants, and other related tasks as required
  • Build and maintain positive working relationship with all funding and state monitoring agencies

The ideal candidate for this role will have a strong understanding of affordable housing regulations and risk management principles, excellent analytical and problem-solving skills, and the ability to communicate effectively with a wide range of stakeholders. They should also be detail-oriented, organized, and able to work independently to manage multiple projects and deadlines.

Employment Eligibility Requirements

  • Applicants will be required to pass a background check and reference check prior to their first day to verify their employment eligibility. For finance focused positions a credit check may also be required.
  • We operate in the following states: Alabama, Arizona, Colorado, Florida, Georgia, Indiana, Iowa, Nebraska, North Carolina, South Carolina, Tennessee, and Texas. At this time, we will only hire people who live in or will relocate to those states.
