The tasks listed below are those that represent the majority of the time spent working in this position. Management may assign additional tasks related to the type of work of the position as necessary.

  • Performs construction observation of the daily activities of contractors on collection system and wastewater treatment plant construction projects to include installation, work-in-progress, equipment startup and testing services to ensure work is completed in accordance with approved permits, plans and specifications.
  • Notes discrepancies and deviations from plans, takes general notes and photographs of construction progress, documents field conditions and measurements, coordinates with engineer of record to include revisions in as-built drawings.
  • Provides technical assistance and instruction on the installation and testing of sewer lines, pump stations, and treatment plant piping, mechanical, electrical and control systems.
  • Coordinates with materials testing firm for necessary construction testing requirements. Performs storm water inspections.
  • Coordinates collection system and plant operations with construction activities to ensure no operational conflict.
  • Inspects sewer line construction projects, including excavations and trench preparations, installation of and safing-up of pipe material and bedding / backfill, installation of manholes and service laterals, air release valve pits and valves, concrete thrust blocking, restraint systems, roadway repairs, creek crossings, etc.
  • Inspects collection system pumping and wastewater treatment facility construction projects, including excavations and trench preparations, installation of and safing-up of pipe material and bedding / backfill, installation of valve pits and valves, concrete thrust blocking, restraint joints, roadway repairs, concrete and steel structures, mechanical piping and valves, electrical and I / C installations, HVAC and plumbing, architectural and roofing improvements, wet wells, pump stations, etc.
  • Inspects projects to ensure compliance with engineering plans and specifications and bypass plans, as well as all applicable regulatory codes, standards and permit requirements.
  • Informs contractors of any deficiencies and recommends corrective measures; follows up to ensure compliance.
  • Conducts and / or attends and participates in pre-construction conferences; communicates with property owners before construction activity begins.
  • Maintains status of construction milestones and daily logs through communications with Engineering Project Manager
  • Monitors contractors' progress and forecasts project completion dates.
  • Informs Engineering Project Manager(s) of any problems or issues encountered on the construction project.
  • Develops solutions to address resolution of such problems or issues.
  • Operates a vehicle and various technical equipment, including but not limited to pipe locators, metal detector, measuring wheel, pressure recorder, survey level and transit, gauges, dead weight tester, atmospheric / gas monitor, hose diffusion devices, drafting instruments, operates a computer, calculator, copier, cellular telephone, etc.
  • Interacts professionally with consulting engineers, technicians, operations personnel, maintenance staff, customers, accounting department, etc.
  • When required, provides construction project management services for construction phases of capital improvement projects, including coordinating construction phase project aspects with local, state and federal agencies, contractors and subcontractors, material testing firms, engineers, land surveyors, architects, attorneys, regulatory, environmental agencies / special interest groups, and other parties as necessary.
  • Receives and responds to stakeholder inquiries, concerns, complaints and requests for assistance regarding construction phase services areas of responsibility.
  • When required, manages the work of consultants and contractors on assigned construction phase projects; reviews and approves requests for payment, change orders, shop drawings, etc...

Essential Skills & Experience :

  • Must possess a valid state driver's license.
  • Requires an associate degree, vocational technical degree or specialized training that is equivalent to satisfactory completion of two (2) years of college education with emphasis in engineering, construction, construction technology, construction inspection or a closely related field.
  • Requires a minimum of eight (8) years of progressively responsible experience in environmental engineering / services, construction project management, and construction inspection on utility related improvement projects.
  • Requires a SCDES Erosion Prevention and Sediment Control Inspector certification or the ability to obtain within six (6) months of appointment.
  • Requires an ACI Concrete Technician I certification or the ability to obtain within six (6) months of employment.
