Job Overview:

As the National Electrical Pre-Construction Manager, you will play a pivotal role in shaping the success of our electrical projects on a national scale. Leading our pre-construction efforts, you will be responsible for overseeing the planning, coordination, and estimation phases of electrical projects across multiple locations.

Key Responsibilities and Essential Tasks:

  • Maintain overall ownership of a project (client expectations, budget and design) until the design is issued for permit and the budget is aligned.
  • Advance competent with Rex Moores pre-award process and the integrated solutions we provide to the client
  • Train and oversee Design Build I estimators as required to complete the strategic response to a bid pursuit
  • Maintain existing client relations as well as develop new customer relations
  • Review all bid documents in order in order to define clients expectations of scope and identify potential risks/opportunities
  • Evaluate and strategize on how to handle particular clients and develop associated bid strategies
  • Develop complex conceptual designs and estimates for detailed electrical scope and conceptual low voltage scopes
  • Develop value engineering concepts and how to deliver and negotiate them during bid and during design for permit
  • Develop strong relationships with vendors, subcontractors and external designers that we are working with
  • Obtain, analyze and develop electrical equipment vendor and subcontractor bid packages
  • Develop multiple estimates concurrently
  • Obtain, analyze and finalize labor rates and wages with Human Resources and other Design Build Estimators
  • Determine overall pricing based on objective data/tools, historic information and managed assumptions
  • Develop bid clarifications and exclusions
  • Propose, negotiate and acquire various types of electrical work with existing and new clients
  • Follow up on all proposals to determine performance, open up negotiation opportunities and document our findings
  • Upon an awarded project, communicate the project scope and schedule as well as the strategies used to the engineering and project management teams
  • Lead external design meetings with all necessary parties including architect, owner, utilities, AHJs, other design staff and internal Rex Moore design team
  • Manage scope, budget and clients expectations during the design process including thorough quality control at major deliverable milestones
  • Lead Engineering, Estimating and Production teams to ensure all the essential players have the tools for success
  • Obtain construction feedback during and at the end of the project from all departments to determine improvements needed for future projects
  • Become current with the latest city, state, utility and national codes standards based on a project being bid
  • Attend client meetings and functions as needed

Compensation:

Rex Moore pays hourly/salary rates commensurate with each employees knowledge, experience and skill level.

Work environment:

  • Preconstruction Managers typically work in an office environment, although they may occasionally visit worksites to observe a project or to meet with clients. When on worksites, Preconstruction Manager is to wear personal protective equipment (PPE), always including a hard hat, safety glasses, gloves, work boots and high viz vest/ shirt
  • Working around energized equipment
  • This role requires working in all elements, depending on job location, time of year, heat, cold, rain & snow

QUALIFICATIONS:

  • Minimum 5 years experience estimating projects, or equivalent experience
  • Advanced knowledge of electrical installation methods found within the National Electrical Code (NEC) and the California Electrical Code (CEC) for typical residential, commercial and industrial construction
  • Strong ability to create schematic designs that cover code requirements
  • Advanced electrical product and product installation knowledge
  • Strong Sales, negotiating, presentation and organization skills
  • Advanced ability to start, build and maintain relationships with clients and 3rd parties.
  • Strongly preferred to be a graduate of a state approved apprenticeship and an electrical journeyman certification.
  • Highly desired to have an electrical engineering degree, E.I.T., P.E. in electrical engineering and/or Project Management such as PMP or Construction Management Degree. Also acceptable is 5 years experience managing projects
  • Ability to read and interpret plans, specifications and design criteria. (electrical and other trades as they pertain to electrical scope)
  • Advanced knowledge of Bluebeam, Accubid, Excel, Word, Outlook, Teams, Dynamics (ERP System).
  • Willing to work in a potentially fast-paced environment
  • Ability to meet deadlines with accurate takeoff, designs and proposals
  • Detail orientated
  • Ability to work independently and in a team setting.
  • Ability to effectively communicate your takeoff and design approach to other team members and external people

Physical Requirements:

  • Ability to verbally communicate: convey detailed and accurate instructions and information.
  • Ability to hear with or without correction in order to receive and interpret detailed information.
  • Required to sit at a desk work station for long periods of time.
  • Push, pull, lift, and carry at least 10 pounds.
  • Frequently required to walk and stand. This position may involve infrequent site visits which will require the ability to walk on uneven surfaces, climb stairs and wear appropriate personal protective equipment.
  • Required to have visual acuity with or without correction in order to read contract documents, analyze data, view a computer monitor, and proof-read documents to identify errors.
  • Required to use fingers and hands: type using a computer keyboard, handle, feel, and reach.
  • May occasionally be required to stoop, kneel, and crouch.
