This position is located on Kwajalein Atoll in the Marshall Islands. It is an unaccompanied position (no family accommodations or pets). Benefits of this unique location include free housing, three meals a day and potential for overseas tax incentives.
Essential Functions
- Support compliance relative to the US Army Kwajalein Atoll Range Technical Services (RTS) Engineering Contract, Performance Work Statements (PWS) and contract deliverables for occupational health and industrial safety management requirements including contractual commitments, laws and regulations.
- Provide direct support to Occupational Health, Safety and Environmental (OHS&E) program operations, to include occupational safety & health training, field and program implementation.
- Conduct OHS&E training needs assessment. Identify gaps, skills or knowledge areas for training/program improvement. Develop safety program statistical data for Key Performance Indicators.
- Develop training plans/ schedules, coordinate logistics of onsite/CONUS training and subcontract trainers, record/track training/database management, monitor regulatory standards, develop reports and assess program effectiveness.
- Deliver or assist in delivering OHS related training (e.g., new employee safety orientation, fall prevention/working at heights, confined space, respiratory protection, facility safety inspection, job hazard analysis, MEWP, basic crane & rigging, safety leadership training, etc).
- Provide training for the following areas:
- Tower climber rescue
- First Aid/CPR/AED
- Electrical safety/LOTO (NFPA 70E)
- OSHA Construction or General Industry
- Develop or assist in development/revision/implementation of OHS&E related policies, procedures, and best management practices.
- Assist with Job Hazard Analysis, work scope review, environmental programs, accident/incident response/investigation, risk assessment, facility inspection, equipment requisition.
- Other duties as assigned.
Required Skills
- Working knowledge of occupational health and safety standards, rules and regulations and proficiency in applying them to programs & projects.
- Self-starter with decision-making capability and the ability to work independently.
- Possesses professional principles of conduct and application of leadership/teambuilding skills.
- Experience in report writing, document development and database work.
- Experience in training safety related courses (classroom/OJT).
- Working knowledge of Microsoft Word, Excel and Power Point.
Required Experience
- Bachelor's Degree in Occupational Health & Safety or related discipline or combination of education & experience
- Five (5) years of relevant occupational health and safety.
- Possess or obtain and maintain instructor certification of the following:
- Tower climber rescue Instructor training
- First Aid/CPR/AED Instructor training
- Electrical safety/LOTO (NFPA 70E) training
- OSHA Construction or General Industry Instructor training
- BCSP certification, HAZWOPPER instructor, EM-385, knowledge of maritime safety, industrial hygiene principles and application, preferred.
Additional Eligibility Qualifications
- This position is unaccompanied.
- The flexibility to work occasional non-duty hours or on weekends to support specific project or mission requirements.
- Ability to lift between 30-50 lbs. and handle awkward loads.
- Travel by plane, helicopter and/or boat to conduct work activities on outer islands is required.
- Must be able to pass a Federal Background Investigation to obtain a Common Access Card (CAC).
- Valid Driver's License required.
- Must be able to be authorized to work and live on United States Army Garrison, Kwajalein Atoll, Marshall Islands.
