SUMMARY/PURPOSE OF JOB
This individual is responsible for ensuring that coding, medical record-keeping, and clinical documentation is performed in such a way that it reflects best practices and enables the hospital to be appropriately reimbursed for its services. This includes fulfilling requirements for Medicare PPS reimbursement and addressing the causes of payment denials. This position will provide oversight and will be responsible for all actions within Health Information Services and will act as house wide Privacy Officer.
This position develops draft budgets and monitors financial statements for areas of assigned responsibility. This position will monitor performance (via third party audit) and provide feedback on coding and charge accuracy. This individual supervises assigned staff consistent with RHI policy and applicable laws and regulations. He/She communicates consistently with direct reports and team members and schedules staff to insure adequate coverage in delivery of service.
Understands and exhibits the principals of service excellence, leads by example, and mentors' others in the performance of their assigned duties. Additionally, understands that every employee is responsible for exhibiting exceptional customer service by answering call lights on the nursing unit and if not able to assist personally, will inform the appropriate employee regarding the patient's need.
Understands the role of employee's individual position regarding HIPAA requirements and level of access to Protected Health Information as defined in HIPAA hospital-wide policies. Understands that it is the responsibility of every RHI staff member to provide patient safety as a priority response according to RHI evidence-based practices. Encourages patients to be actively involved in their own care as patient safety strategy.
PRIMARY JOB DUTIES/ESSENTIAL FUNCTIONS
- Organizes and directs daily operations in Health Information Services stablishes departmental procedures and policies and interpret and applies hospital-wide policies.
- Develops and monitors departmental budgets.
- Provides leadership and training to all staff as appropriate.
- Works with outpatient referral sources to facilitate the scheduling of patent services and matching patients w/ appropriate clinical resources.
- Oversees the physician billing process; reports and suggests process improvements to CFO.
- Oversees coding of all patient records, assignment of impairment groups, and submission of data through UDS/eRehab for PPS reimbursement through Medicare.
- Responsible for chart audits external and internal. This could be medical necessity related or technical in nature. Facilitates appeal processes for RHI due to medical necessity or technical denials.
- Responsible for IRF-PAI reporting and other post-acute care reporting to Medicare and other governmental agencies. This includes CASPER reports, IRF-PAI uploads, IHA monthly reporting, etc.
- Maintains Compliance with HIPPA regulations.
- Participates in continuous quality improvement/program evaluation activities and observes measures to ensure Hospital, JCAHO, and CARF and other quality standards and regulations are met.
- Accountable for integrating hospital safety programs into individual area of responsibility; proactively seeks information and resources, including the Environment of Care Manual, to support the responsibility of safely in the individual areas of responsibility for patients, staff and visitors.

PERIPHERAL JOB DUTIES
- Attends the Corporate Compliance Committee, Leadership and Quality meetings.
- Chairs Revenue Cycle Committee and CPT (Clinical Process Team) subcommittee.
QUALIFICATIONS
Excellent interpersonal and critical thinking skills. Understanding of insurance and government reimbursement practices. Proficiency in use of the multiple computer applications that encompass clinical revenue management at RHI.
EXPERIENCE
Minimum of 4 years' experience as Registered Health Information Administrator (RHIA) in a hospital health information services department and 2 years revenue cycle experience. Requires experience with billing and medical reimbursement.
SPECIAL TRAINING, LICENSURE, CREDENTIALING
RHIA, credentialed by the American Health Information Management Association. Certified in Healthcare Privacy and Security preferred.
EDUCATION
Bachelor's degree in Health Information Administration. MBA preferred.
