The Rhode Island Energy Company is seeking a Supervising Engineer who will oversee approximately six engineers focused on substation reliability, operations and maintenance and supporting execution of capital improvement projects within RI Electric Regional Engineering. The position splits time between our Providence, RI and Lincoln/Johnston, RI locations.
Responsibilities
- The role’s purpose is to provide technical expertise and oversight to a team of engineers to ensure a safe, efficient, environmentally responsible, and reliable operation of substations and oversight on execution of capital improvement construction projects aligned with RI Electric Regional/Reliability objectives. Specific objectives/responsibilities the candidate will oversee within the group include, but are not limited to:
- Provide technical support during execution of substation capital improvements projects to ensure they are completed on time and on budget
- Oversee specification development and review of manufacturer deliverables and witness of factory testing of major substation equipment
- Identify and define programmatic equipment replacements/improvements as necessary for continued substation reliability
- Ensure technical analysis associated with substation improvements deemed necessary to enable new load/generation interconnections or replace obsolete equipment should be completed to support company objectives
- Ensure customer/substation outages are minimized to be engineered out or integrated into new standards improving performance.
- Ensure studies, estimates, and project documentation are sufficient for project execution.
- Provide field and office support to Substation Operations and Maintenance, Protection Telecom Operations and other departments within RIE to address emergent substation equipment failures or pre-emptive replacements
- Assist in development of commissioning documentation and strategies for capital substation projects
- Provide guidance, support and team participation for transmission operations and maintenance activities and capital projects while representing distribution goals associated with these transmission objectives.
- Conduct drawing reviews of new equipment for procurement and project management milestones. Provide support to integration of old equipment including research and/or drawing of said older equipment. These reviews will determine issues and opportunities associated with Operations and Maintenance functions, improvements and capital projects progression. These projects will include recommending appropriate infrastructure upgrades to support the business need.
- Supervise and assist detailed electric system modeling and data gathering.
- Supervise and assist analysis
- Supervise and assist estimate development and report creation
- Assist direct reports in obtaining support from other organizations outside the group where necessary
- Review and approve work products from direct reports where required
- Provide support to Subject Matter Experts in the substation engineering team. These experts cover a wide array of knowledge. This will include Metering support, Telecommunication support, Transformer Loading support, Relay Protection support, and Controls and Instrumentation platforms.
- Research newer substation technologies to increase reliability.
- Communicate with internal and external stakeholders to provide status, preliminary findings, and final results.
- Communication responsibilities include dispute resolution as necessary.
- Support government and regulatory data requests and filings, particularly in relation to distributed generation interconnections.
- Interface with transmission engineering staff and New England Independent System Operators (ISO-NE) to coordinate between distribution and transmission systems.
- Provide storm restoration support during major storm events. Storm support can require off-hour and weekend response.
- Electrical Engineering Bachelor of Science Degree earned from an ABET accredited school and 5 years of related work experience preferred. Mechanical and Civil Bachelor of Science Degree earned from an ABET accredited school and 5 years of related work experience preferred acceptable.
- Working towards/holder of the Registered Professional Engineering License.
- Knowledge of The Narragansett Electric Company’s business operations, company policies and practices preferred.
- Experience with operational and construction safety in conjunction with knowledge of substations.
- Knowledge and experience in an electrical engineering environment, preferably a utility.
- Good written and oral communication and interpersonal skills.
- Ability to work in a matrix management environment.
- Understanding of distribution line design, substation design and protection, controls & integration, and metering schemes.
- Knowledge of distribution protection schemes. ASPEN or CAPE software experience preferred.
- Knowledge of distribution load flow analysis. PSSE and/or CYME experience preferred.
