RIC Development, LLC seeks a Permitting Project Manager for our Environmental Affairs and Permitting Division. This is a work-from-home or hybrid position, ideally—but not necessarily located within NY. Work emphasizes commercial-scale solar development and battery storage within New York, though is transitioning to other renewable technologies and regions, including utility scale solar and green hydrogen across the US and Canada. Depending on qualifications, the position may be filled at the senior level. Project Management skills important to this position are listed below.

Appreciation for the fact that renewable energy is a necessary component of a sustainable future is critical. This individual will assist and enhance our existing environmental capabilities and expand our presence by managing the permitting of individual projects. This includes leading NEPA and SEQRA processes, performing feasibility studies, assisting with local zoning and land use procedures, and managing environmental surveying and permitting required at the local, state and federal levels for renewable energy production and storage. All aspects of work may be performed with or without the aid of consultancy. Occasional site visits and evening meetings may require travel, infrequently overnight. Though part of a very supportive team, independent effort and thus accountability is important given the remote or hybrid work nature.
The individual will work closely with other permitting and project managers within the Development Department and will require experience with the following regulatory requirements and processes as they relate to renewable energy facility siting and permitting :
- National Environmental Policy Act and corresponding State Environmental Quality Review
- Local Land Use Permitting (Town Boards; Planning Boards; Zoning Boards; Use variance and waivers; Special Use Permitting; Site Plan Approvals)
- U.S. Army Corps of Engineers (Nationwide Permitting, Individual Permitting, Clean Water Act, WOTUS JDs, wetland mitigation)
- U.S. Fish & Wildlife Service (IPaC, Incidental Take permits, consultations)
- State Conservation and Wildlife Agencies (wetland and waters permitting; rare, threatened, endangered species taking permits; SWPPP; etc.)
- Federal and state historic preservation agencies (Historic and archaeological surveys and permitting)
