What are the responsibilities and job description for the Human Resource Generalist position at Rice County?
The Human Resource Generalist provides a full range of professional level human resource services in the areas of; recruitment, benefits, leave management, employee relations, performance management, payroll processing, employee wellness, and other administrative responsibilities to ensure the effective administration of human resources. Provides assistance to the Human Resources Manager with the operational, procedural aspects, and compliance of the County’s policies and procedures.
- Administers recruitment; assists and supports hiring managers with recruitment, manages and coordinates the interview process, develops interview and supplemental questions, assists with interviewing and selection, and coordinates the hiring, onboarding and orientations processes.
- Administers countywide employee medical and health benefit programs; implementing, communicating, providing input to benefits policies, coordinating annual benefit open enrollment and planning modifications to existing benefit programs.
- Coordinates the employee performance appraisal processes.
- Assists HR Manager with employee relations duties.
- Assists HR Manager with the County’s labor relations activities.
- Performs general Human Resource activities, and other administrative duties and tasks.
- Performs other duties as necessary.
MINIMUM REQUIREMENTS:
The job requires a Bachelor’s degree from an accredited college or university in human resources or related field, and two (2) years of experience in human resources or in a similar position as listed in the essential duties or a combination of education and experience equivalent to an associate’s degree in human resources, business administration or related field, and three (3) to four (4) years in human resources, payroll or related experience in a similar position as listed in the essential duties. Must pass criminal background check which includes fingerprinting.
PREFERRED REQUIREMENTS:
Experience in human resource operations within a municipality, experience with NEOGOV applicant tracking software and ADP human resources management software, and Professional in Human Resource (PHR) certification and/or Society for Human Resource Management Certified Professional (SHRM-CP).
HOURS: Must be available during normal business hours, Monday thru Friday, 8:00am – 4:30pm. Position is fulltime, 40 hours per week. SUPPLEMENTAL INFORMATION: Non-exempt, Non-Union – Grade 10 |
