Position Summary

Reporting to the Support Services Lieutenant, the Clery Act Compliance Assistant Director works collaboratively with various offices at the University to ensure the institution’s compliance with  and with relevant statutes, regulations, procedures and guidelines that govern the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, the Higher Education Opportunity Act (HEOA) fire safety requirements and the Drug Free Schools and Communities Act (DFSCA), as well as oversight of key compliance and related activities, such as annual security report, crime log, crime statistics, and other statistics related to the DFSCA 

This position is hybrid. Schedule may vary to fit the needs of the department and/or campus to include holidays, nights and weekends. Per Rice policy 440, work arrangements may be subject to change.

Annual Salary Hiring Range: $90,000 - $92,000, contingent upon qualifications and experience.

Requirements

  • Bachelor’s degree in Communications, Criminal Justice, Emergency Management or related field.
  • Three (3) years of experience in project and committee management, procedural or policy administration, data analysis and reporting, or other related compliance activities required. Some experience in higher education and previous experience complying with requirements of Clery Act.
  • Advance Clery Act Certification within six (6) months from hire.
  • Skills Required
    • Advanced Clery Act Training
    • Knowledge of the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act and associated regulations. 
    • Knowledge of editorial standards and practices. 
    • Skill in analyzing organizational problems and identifying effective solutions. 
    • Skill in expressing ideas and information clearly, concisely, and accurately, both orally and in writing. 
    • Ability to stimulate changes in individual, institutional, and corporate behaviors to create a more compliant environment.
    • Excellent oral and written communications.
    • Excellent organizational and interpersonal skills.
    • Working knowledge of various software and web-based programs; Microsoft Word, Excel and Power Point.

Essential Functions

  • Serves as Rice University designated Campus Safety Survey Administrator. Ensures compliance and reporting with all requirements of Clery Act.
  • Coordinates Rice University’s Clery Act Compliance program. Develops, maintains, implements, updates, and communicates the institution’s Clery Compliance policies, program, activities, and procedures internally and externally.
  • Prepares, reviews, publishes, and may distribute reports that include but are not limited to the Annual Security Report, Fire Safety Report, DFSCA Biannual Report, and the Campus annual security report for prospective students and employees while ensuring compliance with the daily crime and fire log requirements.
  • Gathers crime and disciplinary referral data from various internal and external sources, such as the Dean of Student’s Office, Student Judicial Program (SJP), Student Health Services, Equal Opportunity Services, local law enforcement agencies and maintains accurate records on security awareness and crime prevention programs/presentations. This includes sending annual requests for crime statistics to all Campus Security Authorities at the end of each calendar year.
  • Reviews and approves each Campus’ annual security report prior to publication to ensure compliance with the Clery Act and submits annual crime statistics to the Department of Education as required.
  • Serves as record custodian for all Clery records. Establish, gather/collect, organize, maintain, filing, and ensure data and record system is accurate contains, easily accessible, and in compliance with Clery Act, such as crime and fire, and disciplinary referral data from various internal and external sources. Ensures documented proof of compliance for all Clery audits.
  • Works with the appropriate University Departments to identify and maintain all Campus Security Authorities for the institution for each academic year as well as providing, facilitating, and/or managing the training of Campus Security Authorities.
  • Trains key institutional stakeholders on Clery Act requirements, developing and implementing Clery Act required policies, procedures, programs, and activities as well as staying abreast on pending/final changes and other laws or regulations affecting Clery Act provisions.
  • Ensures compliance with the Emergency Notification requirements of the Clery Act through collaboration with the office of Crisis Management to ensure that at least one test of emergency response procedures is conducted each year. This includes all required components to meet the Higher Education Opportunity Act (HEOA) definition of a test.
  • Researches, analyzes, and monitors developing crime trends, public safety issues, and threats for the UMB community and surrounding region. Identify patterns; provide forecasts of crime and public safety concerns; and provides recommendation of resource deployment.
  • Works with the institutional police department/public safety records division to ensure proper classification of crime incident reports.
  • Collaborates with the Emergency Management and Public Information Officer to ensure compliance with the "Emergency Notification" and “Timely Warning” requirements of the Clery Act.
  • Ensures the institution maintains accurate records on security awareness and crime prevention programs and presentations.
  • Coordinates with appropriate campus offices to maintain an accurate list of buildings and properties owned and/or controlled by the institution domestically and internationally.
  • Stays abreast of pending and final changes to the Clery Act and other laws or regulations affecting Clery Act provisions and shares information with stakeholders.
  • Works with various institutional offices to ensure compliance with the provisions of the Drug Free Schools, Safe Campus, and Sexual Assault Victim's Bill of Rights.
  • Chair Drug Free Schools Committee, including meetings related to preparation of DFSCA report.
  • Prepares biannual DFSCA report in coordination with AVP Ethics, Compliance and Enterprise Risk and Chief Compliance Officer.
  • Gathers qualitative and quantitative data from various internal sources, such as the Dean of Student’s Office, Student Judicial Program (SJP), Counseling and Wellbeing Office, Rice University Policy Department, and residential college magisters and maintains accurate records for biannual DFSCA report.
  • Performs other duties as assigned.

Preferences

  • Two (2) years of experience in higher education and previous experience complying with requirements of Clery Act.
  • Familiarization with Title IX
  • Knowledge of the Higher Education Opportunity Act (HEO) and Higher Education Act (HEA) guidelines, policies, and compliance requirements
  • Knowledge of the Violence Against Women’s Act (VAWA)
  • Knowledge of the Drug Free Schools and Communities Act
