Job Description: The South Carolina Department of Health & Human Services (SCDHHS) is the State Medicaid Agency for South Carolina. The Medicaid Management Information System (MMIS), Member Management Systems, and Business Intelligence System (BIS) are critical systems to our business.
The Data/Information Architect-Advanced will be assigned to projects for the South Carolina Department of Health and Human Services (SCDHHS), the Medicaid Agency for SC working on the Transformed Medicaid Statistical Information System (T-MSIS) data.

SCDHHS is seeking a Data/Information Architect Advanced to assist with constructing T-MSIS data layouts and reports to submit to the Centers for Medicare and Medicaid Services (CMS).
Objectives to Be Fulfilled by Candidate:
This position is primarily involved in the development and day-to-day operations of producing submissions to the Transformed Medicaid Statistical Information System, or T-MSIS. The position regularly works with other State staff and outside contractors to write queries and other programming to investigate internal data to map to federal standards. The goal will be to improve data quality in the monthly submissions, as well as document changes that occur to the process used to build the submissions.
Specific duties include, but are not limited to:
Utilize Data Warehouse and other relational databases, using BI Query or SQL, to perform investigative studies to identify errors or weaknesses in T-MSIS-processed data.
Document current and change states of SC TMSIS mapping and reporting
Identify specific problems and sources of unusual variations in processed results.
Assist in determining when reprocessing is necessary.
Support the preparation of responses to questions from CMS/Mathematica, as required.
Investigate alternative data mapping options. when necessary.
Map and develop missing values in T-MSIS data.
Test recent changes to the extract process.
Monitor updates on CMS websites related to T-MSIS and communicate relevant information to leadership.
Prepare Source-To-Target (S2T) revisions, as required, from changes or additions to the extract process utilized for TMSIS.
Perform regular maintenance and update functions as required.
Create reports to identify potential issues in advance of monthly T-MSIS file submission.
Develop test plans for individual data quality issues; to include Unit and SIT testing.
Leverage strong analytical skills to check data quality issues, conduct root cause analysis, discuss findings with business users and coordinate with development team to resolve.
Collaborate with stakeholders at every level of the organization to prepare recommendations and detailed plans for improving T-MSIS data and ensuring compliance with federal and state regulations.
Provide support for the identification and resolution of the root cause for T-MSIS error trends.
Provide support to operational and technical teams for auditing or inquiries.
Actively engage with internal business/technical teams to ensure consistency and improvement of data quality.
Support technical and data teams on the achievement of target T-MSIS data quality and completeness.
REQUIRED SKILLS:
Three (3) or more years of Transformed Medicaid Statistical Information System (T-MSIS) Analytic file practical experience.
Quantitative data analysis skills for analyzing claims and encounter data.
Analysis and problem-solving skills to resolve operational problems and improve reporting performance.
Ability to summarize technical claim and complex clinical information and explain it to less-technical team members.
Working knowledge of both MMIS and Healthcare systems
Comprehensive knowledge in ETL mapping design, coding and implementing the client business logics.
Practical experience with documenting data mapping and transformation of data sources for consolidated federal reporting.
Ability to Identify specific problems and sources of unusual variations in processed results of data.
Ability to work calmly under pressure, Strong character, Team Player, Flexible and able to manage client relationships
