RICHARD is currently looking for an Electrical and Instrumentation (E&I) Quality Manager (QAQC) based in Beaumont, TX. Work will be performed initially in Beaumont, but position will also support many locations and projects, as required.
Timeline: Needed as soon as possible.
Work Hours: 40 hours per week basis. Monday to Friday with potential requirements for longer work weeks or weekend work based on assigned locations or project work activities
JOB REQUIREMENTS
Job Description:
1. Richard is hiring for the position of the E&I Quality Manager. This role will report to the Richard Corporate Quality Manager of Quality Assurance and Quality Control (QAQC).
2. Qualifications:
- The ideal candidate will have extensive experience developing and implementing Project E&I quality plans and Inspection Test Plans (ITPs)
- Candidate must be familiar with medium voltage (1kV up to 35kV), low voltage (less than 600V), and instrumentation signaling (4-20ma) infrastructure and installations for industrial sites and relevant ITP development and monitoring
- Candidate will have experience developing loop folders and reporting loop progress in alignment with Turnover Systems
3. Must be proficient in Microsoft computer applications as well as Bluebeam Studio
4. Must be able to read and interpret engineered drawings
5. Advanced experience referencing applicable industry codes or specifications, understand the Client expectations, and be able to effectively communicate those requirements to supervision and craft
6. Ten (10) years minimum experience in a quality leadership role or as equally experienced E&I crafts person with quality experience of at least 5 years

12. Physical Requirements:
- Employee will be required to adhere to large amounts of standing, walking, bending, squatting, and lifting
- Will use arms and hands to signal or warn personnel, as required, of unsafe conditions
- May be required to lift, carry, or move objects up to 50 lbs in weight
- Will climb to heights, via climbing ladders or stairways, and shall use appropriate fall protection, as required, for monitoring craft work on or from platforms/scaffolding
- Will be required to wear personal protective equipment (PPE) including but not limited to: hard hat, safety glasses/goggles, earplugs/muffs, safety vest, gloves, steel toe/safety toe boots, and masks/respirators
13. E&I Quality Control
- Assist in the continued development and implementation of the E&I Quality Manual, Procedures, and Inspection Forms, to ensure compliance with industry codes and specific client requirements, when applicable
- Shall provide company supervision and craft with support and to perform as a Subject Matter Expert (SME) for applicable code compliance, specification knowledge, and required inspection activities
- Review and approve any of Richard's lower tier subcontractor ITPs
- Pro-actively identifies and communicates gaps in QAQC compliance to reduce systemic risks in work processes at project site(s)
- Review E&I inspection reports and ensure findings are resolved with input from the Project/Construction Management
- Overall responsibility for auditing, surveillance, and monitoring of all quality related project activities for E&I
- Support subcontractor implementation and communication of all E&I quality requirements in a pro-active manner
- Capable of managing key quality documentation for system testing and turnovers
14. Equipment Vendor Quality Control
- Review and approve equipment and instrumentation vendor inspection plans
- Manage/update Richard's equipment inspection program, including updates to our equipment inspection tracking tool
- Define inspection work scopes for equipment vendor visits (gathering input from technical team as needed to contribute to inspection work scope)
- Get quotes for 3rd party inspection companies as required and coordinate with procurement for issuance of POs
- Coordinate equipment vendor inspection visits by the project technical team and 3rd parties, including alignment on timing with vendors
- Review equipment vendor inspection reports and coordinate with project technical staff and project management to ensure negative findings are addressed
- Capable of performing or directing performance of equipment or inspection receipt conditions to ensure quality material receipts and documentation of acceptance or deficiency
