What are the responsibilities and job description for the Child and Youth Service Manager position at Richland County Government?
Responsible for planning, developing, coordinating, and administering Child Protective Services (CPS) and Youth Justice Services (YJ) to help children and families thrive in Richland County.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
· Supervise unit staff including hire recommendations, performance reviews, training, case management assistance, scheduling, monitor time management, and support unit employees while ensuring compliance with State statutes and standards.
· Ensure all employees are enrolled in the training system and monitor that training requirements are met.
· Review and approve case work within state reporting system ensuring work is completed timely including CANS assessments, permanency plans, confirming safe environments, out of home contacts, etc.
· Ensure paperwork for court documents, reports, placements, and state reports are completed and submitted by unit staff timely and efficiently.
· Approve out of home placements and paperwork that must accompany placements from initial placement through permanency.
· Approve Initial Assessments and Case Finding Determinations for Abuse/Neglect Investigations, and Child Welfare Reports for all Service Reports and all other paperwork required by the State.
· Create, establish, and enact policies, procedures and MOUs that pertain to the unit.
· Prepare, implement, and monitor unit budget and service provider contracts.
· Prepare grants and other funding applications and reporting.
· Review access reports, conduct screening decisions based on State standards, assist with cases, offer support after hours/on-call, and review with staff concerns related to child safety.
· Work cooperatively with other agencies and departments including law enforcement, court staff, attorneys, state DCF workers, and departments that provide services to the clients served by the unit.
· Prepare and present reports to County Board and Committees.
· Assist in developing a comprehensive array of services that promote healthy physical, emotional, and mental health of children and their families.
· Ensure staff are doing present danger assessments, protective planning, safety assessments, safety analysis, safety planning, and the management of child safety at every aspect of CPS involvement with a family.
· Provide prevention and intervention to families who are at risk of abuse or neglect.
· Prepare and monitor service provider contracts including quality assurance.
· Represent Richland County Health and Human Services to the community at large through professional interaction, public speaking, media presentations, and participation in community advisory groups.
· Maintain the confidentiality of client information and protected health information as required by State and Federal regulations, including the Health Insurance Portability and Accountability (HIPAA) Act.
· Maintain current knowledge of program requirements and best practices and participate in continuing education opportunities.
· Participate in committees, trainings, and meetings.
