ESSENTIAL TASKS
The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
For each assigned division or area:
Plans, organizes and directs assigned programs and operations of the Public Works Department, including the management of County infrastructure, roads and drainage, citizen services, solid waste and recycling, budget, grants, compliance, outsourced contract services, and capital improvement programs.
Ensures departmental compliance with assigned responsibilities for applicable federal, state and local laws and regulations, County policies and procedures, and standards of quality and safety.
Supervises subordinates and support staff as assigned. Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; coach, monitoring performance, documenting performance, recommending new employees; acting on employee problems; recommending employee discipline and discharge.
Reviews, coaches, and monitors the performance of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed.
Recommends and assigns staff training and development opportunities.
Prepares and administers the budget for areas assigned; ensures effective and efficient use of budgeted funds, personnel, materials, facilities and time for areas assigned.
Drafts, recommends, and implements assigned department policies and procedures of assigned areas; may also recommend ordinances related to assigned County public works functions.
Analyzes assigned areas schedules and workloads; Proposes adjustments as necessary to ensure optimum productivity and efficiency.
Evaluates the assigned County’s public works needs and drafts for recommendation short- and long-range plans to meet those needs in accordance with applicable laws and regulations.
Keeps Director abreast of status of all projects and assignments.
Assists with the department’s capital improvement program, to help ensure projects are completed appropriately.
Inspects assigned projects under construction.
Meets with County departments, residents and citizen groups to discuss and resolve problems related to assigned public works operations and projects.
Prepares a variety of studies, reports and related information for decision-making purposes and as required by the Director.
Coordinates department activities and functions with those of other County divisions, departments, municipalities and outside agencies as appropriate.
Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility.
Performs general administrative / clerical work as required, including but not limited to preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, attending and conducting meetings, etc.
Attends meetings, workshops, conferences, etc., as appropriate to maintain knowledge of current legislation, trends and technology in assigned areas of responsibility.
May act as Director if assigned by Director or in absence of Director.
Attends meetings as requested or assigned.
Performs other duties as requested or needed.
VOCATIONAL/EDUCATIONAL PREPARATION:
Requires Bachelor’s degree or education and training equivalent to four years of college education in civil engineering or a related field.
SPECIAL CERTIFICATIONS AND LICENSES:
Must possess designation as a Registered Professional Engineer in South Carolina or have ability to obtain in 18 months.
Must possess a valid state driver’s license.
EXPERIENCE REQUIREMENTS:
Requires minimum five years of relevant experience.
