The Richland School District is seeking a dynamic and experienced leader to serve as the Assistant Superintendent of Human Capital and Operations. This executive leadership position is responsible for strategically managing and optimizing the district’s human resources, operational functions, and information technology to support student success and staff excellence. The position reports directly to the Superintendent and serves as a key member of the Superintendent’s Executive Cabinet.
Key Responsibilities
Human Capital Leadership Develop and implement strategic initiatives to attract, retain, and develop a diverse, high-performing workforce.
- Oversee all aspects of talent management, including recruitment, hiring, onboarding, evaluation, professional development, and succession planning.
- Ensure compliance with federal, state, and local employment laws and district policies.
- Foster a culture of equity, inclusion, and belonging among staff and administrators.
- Oversee collective bargaining, contract negotiations, and labor relations.
- Serve as the district’s compliance officer for HR-related policies, including ADA, Civil Rights, and Veterans’ Preference.
Operational Leadership
- Provide strategic oversight of district operations, including facilities management, transportation, safety, and risk management.
- Collaborate with the finance team to align budgetary priorities with operational needs.
- Implement and monitor systems that enhance efficiency, productivity, and sustainability across departments.
Information Technology Leadership
- Supervise the IT department to support instructional technology, digital learning environments, and administrative systems.
- Oversee the implementation and maintenance of secure and reliable technology infrastructure.
- Ensure cybersecurity protocols, data privacy, and compliance with relevant regulations.
- Drive strategic planning for technology upgrades and innovation in educational technology.
Strategic Planning and Collaboration
- Collaborate with district and school leaders to align human capital, technology, and operational strategies with educational goals.
- Lead cross-functional teams to drive continuous improvement in HR and operational processes.
- Engage with stakeholders, including the school board, staff, parents, community members, and external partners.
- Serve as the Superintendent’s designee in public and internal meetings as needed.
- Support change management and accountability in all aspects of leadership.
Qualifications
- Required Education: Master’s degree in Educational Leadership, Human Resources, Business Administration, or a related field. PhD, EdD preferred.
- Experience: Minimum of 10 years of leadership experience in human resources, educational administration, or operational management, with at least 3 years in public personnel administration.
- Skills & Knowledge:
- Strong understanding of educational policies, labor laws, and operational best practices.
- Experience with collective bargaining, contract maintenance, and labor relations.
- Proficiency in HR-specific technology and data systems.
- Ability to manage complex, highly emotional, and confidential situations.
- Strong managerial, decision-making, problem-solving, and conflict-resolution skills.
- Ability to establish and maintain effective relationships with stakeholders in collaborative and adversarial environments.
- Knowledge of modern hiring practices and performance management.
Job Type: Full-time
Pay: $186,377.00 - $202,363.00 per year
