What are the responsibilities and job description for the Director of Human Resources position at Richland School District?
HR Department Supervision and Operations:
- Supervises, evaluates, and maintains the efficient operation of the Human Resources Department.
- Ensures all HR staff are cross-trained to perform various tasks within the department to maintain coverage in the event of absences, ensuring the department’s continuity.
- Responsible for reviewing and auditing all HR functions of charter schools when applicable.
- Performs all departmental duties of the HR office requiring a deep knowledge of all HR processes.
- Serves on the District’s negotiations team and assists in the administration of collective bargaining agreements, ensuring that agreements are understood and followed by both employees and the administration. The Director helps interpret the agreements and manage relationships between unions and district leaders.
- Coordinates and oversees the various employee leaves as required by Education Code and collective bargaining agreements.
- Coordinates, participates and monitors employee medical interactive process; oversees and monitors District’s return-to-work program.
- Coordinates termination processes for employees who have exhausted their leave entitlements, managing legal compliance with rehire lists.
- Prepares and maintains certificated and classified staff seniority lists and other appropriate personnel records; prepares and administers layoff notices and lists.
- Investigates and responds to Civil Rights Department and Equal Employment Opportunity Commission inquiries and employee complaints under District complaint policy.
- Oversees prevention efforts to avoid Title IX violations.
- Serves as District custodian of records for Human Resource related documents as well as Agency Head for the Department of Justice.
- Processes all required documentation as required by SB 428.
- Prepares Declaration of Need as required by CTC and county on credentialing requirements.
- Attends meetings, workshops and conferences related to the administration and maintenance of the Human Resource Department to keep informed of new laws and regulations pertaining to human resources.
- Provides direct assistance to the Superintendent in gathering necessary employee documentation for legal cases, handling subpoenas, and ensuring appropriate record-keeping.
- Responsible for reviewing changes in HR-related laws and labor law posters, ensuring that district sites are compliant with the latest regulations and policies.
- Works with district leadership to project staffing needs for the upcoming school year. Handles transfers and reassignments of certificated staff, ensuring the district remains adequately staffed with qualified personnel.
- Prepares Confirmation of Employment Data Surveys on all Certificated Staff annually.
- Manages various required notices related to employment, including “Intent to Return” notices for certificated staff and Reasonable Assurance notices (which assure continued employment for certain staff over the school break periods).
- Monitors certificated staff requiring Induction and Intern support, and completes the notification of eligibility forms for the County Office of Education.
- Attends job fairs for recruitment of certificated and classified staff.
- Maintains an in-depth knowledge of the district’s health and retirement benefits and ensures that staff are well-informed about their benefits and any changes.
- Collaborates with the Business Services Department to ensure accurate salary placements for both classified and certificated staff, appropriate classifications, and completes an annual certification of salary placements. This role includes managing step increases of certificated staff by reviewing transcripts, posting appropriate coursework and ensuring compensation aligns with collective bargaining agreements.
- Attends training seminars to maintain knowledge of current laws and regulations regarding credentialing.
- Manages the process of certificated staff evaluations, ensuring that all required evaluations are completed and filed in a timely manner.
- Reviews and gathers necessary information from certificated applicants to determine qualification compliance including requirements designated in AB 2534 and prepares credential compliance documentation as required by State.
- Prepares for and completes CALSAAS reviews, ensuring that all exceptions and credentialing discrepancies are addressed and cleared in accordance with state guidelines.
- Coordinates the review of CBEDS and CALPADS data to ensure that all information is properly reported to CDE.
- Prepares personnel information, appointments and updates, for inclusion in the Superintendent’s cabinet and Board of Education agendas.
- Serves as a member of the Superintendent’s cabinet; attends School board meetings and serves to actively improve communication, cooperation, and planning in the district.
- Manages development and revision of job descriptions for both certificated and classified employees in accordance with district policy, legal directives and collection bargaining agreements
- Reviews student calendar & creates work calendars for designated employees and prepares duty days calendar annually
- Performs other duties as assigned by Superintendent or designee.
Salary : $79,562 - $136,080
