RINA is currently recruiting for a Director, Transportation Planning to join its office in Chicago, IL within the North America Infrastructure & Mobility Division.

Salary Range: $200,000 to $225,000 plus bonus
Salary is commensurate with skill set and experience. Qualified candidates will have 10 years or more of urban and transportation planning experience with increasing levels of responsibility in managing teams working on complex project and programs. Including experience in leading complex projects and programs through scoping, alternatives analysis, NEPA, project development and preliminary engineering.

Key Accountabilities
- Identify rail and transit projects in the Midwest, Northeast, Mid-Atlantic, Texas, and other U.S. geographies as agreed and pursue program and construction management opportunities for those projects. Identify teaming relationships to support the pursuit of these opportunities.
- Support existing program management efforts on behalf of clients as a subject matter expert. As an SME, work with the program management team to:
- Define project scope, goals and deliverables that support business goals in collaboration with stakeholders;
- Manage project organization activities including but not limited to work breakdown structure, responsibility matrix, and document control.
- Project schedule management
- Develop and manage detailed project schedule; address scheduling problems as they arise.
- Create and execute end-to-end project plans and revise as appropriate to meet changing needs and requirements.
- Program resource management and leadership
- Establish and manage (directly and indirectly) teams to meet the resource needs required of the project and ensure the efficient, cost-effective utilization of staff.
- Coach and mentor project support staff on project management skills and activities
- Coordinate project activities between team members, while maximizing their productivity to achieve project goals.
- Program communication
- Serve as primary interface with both the client and Patrick teams.
- Proactively manage communication with the client and communicate project details across all levels of the organization in a clear and concise manner.
- Ensure involvement of the appropriate teams during each project phase
- Other duties as assigned
- Bachelors degree in Urban Planning or Civil, Structural, or Transportation Engineering. Masters degree preferred
- 10 years of experience managing a team of people on projects of moderate to large size/complexity with a solid track record of successfully leading projects from initiation to completion on time, on budget, and within scope, including resource management across disciplines.
- National recognition as an expert in the field of transportation planning as evidenced by honors and awards and involvement in leading industry organizations
- Strong oral and written communication skills needed to communicate with all levels of the organization and external contacts.
- Valid driver’s license
- 20% to 30% travel to job/client sites may be required based upon business need; overnight travel may be required on occasion based upon business need.
