This position requires a dynamic leader with experience in business development, client management, strategic consulting, technical oversight, and team leadership. The Director will collaborate with Rincon leaders across multiple disciplines and service lines to grow our transportation practice while ensuring technical excellence and regulatory compliance.
While this role may offer flexible work arrangements that can include a mix of in-office and remote work, our changing business needs will ultimately determine our level of remote-work flexibility.
Overview of Key Duties and Responsibilities:
Strategic Business Development and Client Engagement
- Lead and expand Rincon’s transportation practice, with a focus on NEPA/CEQA compliance for roadway, transit, and rail projects.
- Develop and maintain strong client relationships with Caltrans, FHWA, FTA, regional transit agencies, and local governments.
- Drive business development efforts, including proposal preparation, client outreach, marketing, and strategic planning.
- Align transportation business development efforts with other service lines to pursue cross-sector opportunities.
Project Oversight and Technical Leadership
- Oversee the preparation of complex CEQA/NEPA environmental documents and technical studies for transportation projects.
- Provide final quality assurance reviews for environmental analyses to ensure compliance with federal, state, and local regulations.
- Ensure projects meet schedule, budget, and regulatory requirements.
- Manage contract and risk oversight, ensuring operational efficiency and regulatory compliance.
Team Leadership and Mentorship
- Lead, mentor, and grow a team of transportation-focused environmental professionals.
- Provide training and oversight for junior staff on CEQA/NEPA processes and transportation regulations.
- Support senior staff with strategic thinking, business development, and program management.
- Foster a collaborative and high-performance team culture.
This Job Might Be for You If You Have the Following:
- Bachelor’s degree in Environmental Science, Environmental Planning, Engineering, or a related field (Master’s preferred).
- 12 years of experience in environmental consulting, including transportation project management and regulatory compliance.
- Expertise in NEPA/CEQA processes and environmental analysis for transportation projects (roadway, transit, rail).
- Experience working with Caltrans, FHWA, FTA, or regional transportation agencies preferred.
- Strong business development skills, with experience winning and managing transportation projects.
- Excellent verbal and written communication skills with the ability to present to agency decision-making bodies.
- Strong leadership, mentorship, and team management skills.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Project).
- Willingness to travel as needed for projects.

The base salary range for this full-time position is $130,000–$170,000, plus benefits and a generous bonus program. At Rincon, our salary ranges are based on market median of similar jobs, according to third party salary benchmark surveys. The base pay that is actually offered will take into account internal equity and also may vary depending on the candidate’s job-related knowledge, skills, and experience.
