Rincon Consultants, Inc. is seeking a Senior Watershed Scientist/Engineer/Hydrogeologist to join our growing Environmental and Earth Systems team! A successful candidate will possess exceptional knowledge and technical skills related to storm water, surface water, and groundwater resources; water quality and pollutant source investigations and monitoring; experience with surface water and/or groundwater modeling; environmental permitting and NPDES compliance; sustainable groundwater management; and general science-based monitoring protocols.

We are seeking someone with exceptional technical field and analytical skills to implement monitoring and assessment programs, as well as resource planning projects. While this role may offer flexible work arrangements that can include a mix of in-office and remote work, our changing business needs will ultimately determine our level of remote-work flexibility. Additionally, to promote in-person collaboration and client teaming, we prioritize hiring those who reside within 50 miles of a Rincon office which currently includes: Carlsbad, Fresno, Los Angeles, Monterey, Oakland, Palm Springs, Riverside, Sacramento, San Luis Obispo, San Diego, San Jose, Santa Barbara, and Ventura. Please note, this position location is listed for the Northern LA County but is also available at all the locations stated in this job description.


Overview of Key Duties and Responsibilities:
  • Consulting for public and private clients, providing strong client representation and advocacy to regulatory agencies
  • Reports to Principals and Directors, and engages with clients as a Senior Project Manager to ensure effective communication and service
  • Design and oversee the completion of technical documents that are accurate, clear, and succinct and of the highest quality (study/investigatory designs, data analysis, data summaries, calculations, summary tables, figures, and charts)
  • Lead a team to conduct field investigations, monitoring, and field testing and analyses using equipment and instrumentation
  • Motivate a team of Project Scientists/Engineers/Hydrogeologists to execute field work, assign tasks, and provide guidance to staff specialists and technicians
  • Provide technical and interdisciplinary team oversight including management of subcontractors, quality control of work products, budget management, and schedule control
  • Develop and maintain existing and new business relationships.
  • Build relationships leading to follow-on and repeat work; attract work based on personal reputation as an expert
  • Train and mentor in-house staff
  • Identify and pursue leads, prepare proposals, and successfully procure project contracts.

This Job Might Be For You If You Have The Following:
  • B.S., M.S., or PhD in Hydrology, Environmental Science, Environmental Engineering, Geology, or another related field (M.S. and PhD preferred)
  • At least 8-10 years of direct, relevant work experience (academic, internship, and fellowship positions considered)
  • California PE/PG or EIT/GIT license (preferred)
  • Exceptional knowledge of hydrologic, water quality, and ecological processes in watersheds and water bodies, including pollutant sources and their impacts on water quality and human health effects and risk assessment
  • Demonstrated experience in California watershed planning programs, with a command of TMDL and similar water quality studies implementation
  • Experience in central and southern California’s watersheds and associated water quality challenges, including Phase I and Phase II MS4 Permits and other regional programs
  • Experience with technical approaches for evaluating and planning watershed and/or groundwater resource management
  • Experience with or understanding of surface water and/or groundwater modeling software (e.g., HEC-HMS, SWAT, MODFLOW, etc.)
  • Experience evaluating surface water-groundwater interactions, including the deployment of stream gaging protocols and equipment
  • Demonstrated ability to formulate and solve highly technical problems related to water resources management  
  • Demonstrated organizational skills, with focus on detail and time management
  • Exceptional technical writing, interpersonal, and communication skills
  • Use of statistical programs and techniques to support data analyses
  • Proficient with Microsoft Office: Excel, Access, Word, Outlook, Teams
Preferred
  • Advanced degree in hydrogeology, geology, or natural resources science, with emphasis on water resources or closely related discipline
  • Current OSHA 40 Hour HAZWOPER, or completion within one month of start date (paid by Rincon)
  • QSD/P or QISP certification (or awareness to)
  • Strong skills and proficiency in ArcGIS and using remote data
  • Demonstrated experience tracking, pursuing, and winning new opportunities with new or existing clients

The base salary range for this full-time position is $100,000-$120,000, plus a generous benefits program. At Rincon, our salary ranges are based on market median of similar jobs, according to third party salary benchmark surveys. The base pay that is actually offered will take into account internal equity and also may vary depending on the candidate’s job-related knowledge, skills, and experience.
