Human Resources Generalist Position Description
Position Title : Anticipated Human Resources Generalist
Reports to (position) : Director of Finance
Supports : Director of Finance
Position Type : Exempt
Summary Statement : The HR Generalist is responsible for providing support to assigned area(s) for a wide variety of activities of human resources including, recruiting, administration of benefits, compensation, and employee and labor relations. The HR generalist will advise administrators and principals and supervisors in all HR practices, provide information to employees about regulations, contract language, and policies, and to provide general support. The HR generalist is responsible for ensuring status of Highly Qualified teachers in RSD, following all PDE guidelines.

DIMENSIONS AND ORGANIZATIONAL RELATIONSHIPS OF THE POSITION :
This is a central office position reporting directly to the Director of Finance. The HR generalist is a member of the central offices team, focuses on recruiting, benefits, certifications, and employee and labor relations within assigned area(s). The HR generalist is also responsible for the support and maintenance of the human resources management systems (HRMS). The HR generalist must be able to act independently and make decisions within regulated practices and procedures of the organization.
ESSENTIAL JOB RESPONSIBILITIES :
- Coordinates recruitment efforts of all employee groups, including the development of ongoing diversity recruitment initiatives for all exempt and nonexempt personnel, and temporary employees including but not limited to : cafeteria, custodial, maintenance, secretarial, paraprofessionals, teachers, administrators, athletic and non-athletic supplemental positions. This includes job posting, review of resumes, interviews, reference checking and offers of employment.
- Responsible for new-employee sign up process including comprehensive benefits review, employee contract / handbook review, I-9, w-4, and other new employee paperwork.
- Coordinates the process of employee resignations, terminations and leaves.
- Assist in the review, testing and implementation of HRMS system upgrades and patches. Assists in evaluation of reports, decisions, and results of department in relation to established goals. Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
- Performs benefits administration to include claims resolution, change reporting, leave of absence administration and communicating benefit information to employees.
- Handles employee / labor relations issues including but not limited to grievances, arbitration and mediations.
- Maintains HR records and compiles reports using appropriate reporting systems.
- Assist in the administration of compensation and benefits programs including compiling reports, calculations, benefits open enrollment and assisting with annual total compensation statements.
- Oversee verification and maintenance records of professional certifications as required by NCLB, including administration of Bridge, Emergency Certification, and Highly Qualified programs.
- Complete and submit all PDE required reporting pertaining to certification of teachers and administrators including the coordination of TPES.
- Coordinates annual employee evaluations.
- Maintain tenure records for professional employees.
- Administer formal new employee orientation program.
- Participate in investigations into formal complaints and disciplinary proceedings
- Ensures the maintenance of HR websites.
- Maintains and participates in the development and review of all HR policies and procedures.
- Represents district at job fairs, diversity initiatives, professional meetings, County and PDE meetings.
- Maintains awareness of trends, research new programs, legislation, and other state and federal regulations related to human resources
- Performs other duties as assigned by the Director of Finance, Superintendent or Assistant Superintendent.
- Maintain all forms related to human resources including but not limited to : personal leave forms, tuition request forms, etc.
- Coordinates filing of annual Conflict of Interest forms for appropriate personnel.
- Researches, Maintains, Coordinates and Updates Board Policy.
- Willingness to work during evening and weekend when necessary.
- Performs other duties as deemed necessary by the Director of Finance.
