Key Responsibilities:

  • Program Leadership: Oversee and manage various programs within Subdistrict #1, ensuring compliance with legal and regulatory requirements, in collaboration with the District Engineer and General Counsel.
  • Stakeholder Coordination: Facilitate strong working relationships with Subdistrict members, state and local Water Resource offices, and other water entities within the San Luis Valley.
  • Project Management: Handle multiple projects simultaneously while adhering to strict timelines.
  • Technical Expertise: Apply knowledge of water use, measurement, and distribution for both surface and underground water systems. Conduct detailed analysis of decreed water rights and manage water fee calculations.
  • Public Representation: Act as the face of Subdistrict #1, providing regular updates, engaging in public speaking, and interacting with stakeholders to communicate Subdistrict plans effectively.
  • Strategic Planning: Develop and implement strategic initiatives that align with the goals and objectives of Subdistrict #1, ensuring water conservation and sustainability.


Required Qualifications:

  • Education: Higher-level education in engineering, accounting, or business management is preferred. Strong critical thinking skills are essential.
  • Skills and Experience:
  • Proven ability to manage multiple projects under tight deadlines.
  • Strong communication skills with experience in working with diverse groups and stakeholders.
  • Intermediate proficiency in GIS programs (e.g., ARC-GIS), mapping, database analysis, and spreadsheets.
  • Familiarity with budgeting processes and basic agronomy will be necessary.
  • Knowledge of water rights, water augmentation plans, and the legal framework governing water use is highly desirable.                                                     


Work Environment:

This is a full-time, managerial position requiring flexibility in hours, including evening meetings and occasional overnight travel. The Program Manager is expected to reside in or relocate to the San Luis Valley.
