Job Description
The Veterans Health Administration (VHA) is seeking an experienced part-time Instructional System Designer, Sr./Program Analyst to support the Electronic Health Record Modernization (EHRM) initiative and the Advanced Reporting and Compliance (ARC) system. The ideal candidate will have 20 years of experience as a healthcare IT consultant, with expertise in Oracle Millennium or similar electronic health record systems, and a strong background in data management within large, enterprise-level environments. This role requires a blend of technical proficiency in healthcare IT systems, as well as the ability to analyze complex data and contribute to system design and reporting processes.
Key Responsibilities:
- Support the EHRM initiative by leveraging expertise in electronic health record systems, including Oracle Millennium or equivalent, to assist in system design, integration, and user training.
- Provide consultation on VHA-specific processes, including the Veterans Equitable Resource Allocation (VERA) and Managed Care Account (MCA) processes, ensuring alignment with VHA's operational needs and requirements.
- Assist in the development and delivery of instructional materials, system documentation, and training programs to facilitate the effective use of healthcare IT systems across the VHA organization.
- Analyze large, complex datasets related to VHA operations, conducting trend, comparative, and predictive analysis to inform decision-making and improve operational efficiency.
- Prepare and present comprehensive reports based on data analysis, providing actionable insights for VHA leadership.
- Collaborate with cross-functional teams, including IT specialists, healthcare professionals, and senior leadership, to ensure the successful implementation and integration of healthcare IT systems.
- Contribute to the ARC by supporting data management initiatives, ensuring the integrity, quality, and consistency of data across multiple, complex technologies.
Required Education, Skills, and Experience
- Bachelor’s degree in healthcare IT, data management, computer science, or a related field.
- 20 years of experience as a healthcare IT consultant, with extensive knowledge of electronic health record systems such as Oracle Millennium or equivalent.
- Expertise in data management, including the ability to analyze and interpret large datasets in enterprise-level environments, with a focus on trend, comparative, and predictive analysis.
- Prior experience working with VHA or the Department of Defense Healthcare System, with a solid understanding of VHA's processes, including VERA and MCA.
Preferred Education, Skills, and Experience
- Advanced degree (e.g., MS in Health Informatics, Data Science, or related field) preferred.
- Familiarity with enterprise-level technologies and their application in the healthcare sector, particularly in large organizations like VHA and the Department of Defense Healthcare System.
- Advanced analytical skills, with proficiency in data analysis tools and methodologies.
- Strong technical understanding of healthcare IT systems, particularly electronic health records and reporting systems.
- Excellent communication and presentation skills, with the ability to distill complex data and technical information for diverse audiences.

If this is not possible, please place your request as soon as possible once you become aware of it.
